3 City of San Leandro | Economic Development Initiatives and Work Plan | May 2013 <br /> <br />1. Excellent physical infrastructure <br />2. Available, suitable and affordable business and investment locations (sites) <br />3. A highly qualified local workforce <br />4. Excellent access to business support services <br />5. Excellent access to capital <br />6. A City bureaucracy with which it is easy to do business <br />7. Access to financial incentives where needed to seed catalytic investments <br />It is staff’s goal to make strategically targeted improvements in order to improve San Leandro’s <br />competitive advantages as a place to invest and do business. We also seek opportunities to <br />market San Leandro’s competitive advantages and friendly business climate locally, regionally, <br />nationally and internationally. <br />Prioritization of these initiatives will be fluid and often driven by market conditions outside of <br />our control. This document also categorizes projects and programs in terms of ongoing <br />activities and activities that have been indentified but not yet funded nor scheduled due to staff <br />limitations and/or lack of financial resources. <br />Ongoing Partnerships <br />The elimination of the San Leandro Redevelopment Agency has made it impossible for the City <br />to maintain dedicated economic development staff and resources at previous levels. With this <br />in mind, it is now more critical than ever that the City’s Business Development team forms <br />partnerships with other entities to help advance economic development objectives. <br />Partnerships can be used to supplement staffing resources or to facilitate to procurement of <br />outside funding sources. The list of San Leandro’s business development partners is always <br />expanding, but the following groups are particularly significant (additional regional <br />organizations are detailed under initiative #8): <br />San Leandro Chamber of Commerce – “The San Leandro Chamber is an <br />organization which believes in innovation, continual reinvention and <br />remains focused on our members needs. The San Leandro Chamber of <br />Commerce has met the economic challenge by implementing a blend of <br />traditional and not so traditional programs to encourage business growth <br />and prosperity.” The Chamber works with the City in numerous ways, but <br />two particularly important functions are to help City staff keep pace with the changing needs of <br />the business community and to facilitate the dissemination of information and resources out to <br />our businesses.
