C ITY OF S AN L EANDRO <br />S AN L EANDRO S HORELINE D EVELOPMENT P ROJECT EIR <br />EXHIBIT A: WORK SCOPE AND COSTS <br /> <br />THE PLANNING CENTER | DC&E 11 <br />MAY 1, 2013 <br /> <br />Task C. Environmental Review <br />The Planning Center | DC&E will prepare an EIR that focuses on CEQA resource categories <br />where substantial evidence of a potentially significant environmental impact exists, while <br />scoping out environmental issues on which it can be seen with certainty that the project <br />would have no significant negative impact on the basis of existing documentation and <br />regulation. <br /> <br />In keeping with the requirements of CEQA, environmental review of the San Leandro <br />Shoreline Development Project will include a detailed analysis to determine the <br />environmental impacts for the following resource categories: <br /> <br />1. A ESTHETICS <br />The Planning Center | DC&E will analyze potential adverse impacts on scenic vistas and <br />shading from the proposed project. The Planning Center | DC&E Urban Design staff will <br />prepare up 6 visual simulation/massing studies at key locations within the project area, with <br />the specific locations determined through consultation with City staff. For each viewpoint, <br />The Planning Center | DC&E will show existing conditions and future conditions, showing the <br />proposed building typology and height. We will include sufficient architectural detail in the <br />simulations to represent the building concept; however, due to cost considerations, we will <br />not depict detailed design elevations. Shading studies will be conducted at each of the <br />viewpoints, depicting sun angles at each seasonal equinox. Light and glare impacts will be <br />discussed on a qualitative basis, since there is no detailed lighting plan in place. <br /> <br />The Planning Center | DC&E will evaluate consistency with the goals and policies of the <br />Historic Preservation and Community Design Chapter of the General Plan as part of the <br />aesthetic review analysis. <br /> <br />2. A IR QUALITY AND GREENHOUSE GASES <br />The Planning Center | DC&E will conduct a Criteria Air Pollutant Emissions Analysis and <br />Community Health Risk Assessment (HRA) to evaluate proposed air quality impacts of the <br />proposed project. The analyses will be prepared in accordance with the BAAQMD CEQA Air <br />Quality Guidelines.1 To ensure streamlined CEQA review for subsequent projects, the <br /> <br />1 While adoption of the thresholds was set aside until an environmental evaluation is <br />conducted pursuant to a recent court ruling, the BAAQMD’s significance criteria, as outlined in their <br />CEQA Guidelines, are supported by extensive studies and analysis.
