f i <br /> CITY OF SAN LEANDRO <br /> SAN LEANDRO SHORELINE DEVELOPMENT PROJECT EIR <br /> EXHIBIT A: WORK SCOPE AND COSTS <br /> construction equipment and on-road vehicle exhaust and off-gas (coatings and asphalt) <br /> emissions will be compared to BAAQMD's annual and daily mass emissions thresholds. <br /> Mitigation measures will be incorporated into the EIR to reduce potential construction-related <br /> air quality impacts for each development phase. <br /> d. Off-Site Construction Health Risk <br /> The Planning Center I DC&E will prepare a quantitative evaluation of health risk impacts from <br /> construction activities to nearby sensitive receptors. Construction-related toxic air <br /> contaminants and particulate matter impacts will be evaluated based on the specific <br /> construction-related characteristics of the project (e.g. construction emissions identified in <br /> Task 2.c above)and proximity to off-site receptors. Dispersion modeling will be performed <br /> using a BAAQMD-accepted computer-based model (e.g. ISCST3 or AERMOD)to determine <br /> ground-level concentrations of hazardous air pollutants at the project site. Cancer and <br /> toxicity data published by Cal-EPA will be used to estimate long-term and short-term (acute) <br /> health risks for off-site sensitive receptors. Mitigation measures to reduce fugitive dust(e.g. <br /> BAAQMD's best management practices),off-gas,and exhaust emissions will be incorporated, <br /> as necessary. <br /> e. Greenhouse Gas Emissions Analysis <br /> The Planning Center I DC&E will conduct a Greenhouse Gas (GHG) Emissions Analysis to <br /> evaluate potential GHG impacts of the proposed project. The analyses will be prepared in <br /> accordance with the Bay Area Air Quality Management District's(BAAQMD)CEQA Air Quality <br /> Guidelines.2 To ensure streamlined CEQA review for subsequent projects, the approach <br /> outlined below is based on BAAQMD's Guidelines and screening tables for Project-Level <br /> analyses. <br /> i. Existing Environmental Setting <br /> The environmental setting will describe the effects of climate change within California and the <br /> City of San Leandro and will also describe the history of California's GHG emissions <br /> regulation. To establish the baseline environmental setting for GHGs, the EIR will discuss <br /> existing GHG regulations in California, including Assembly Bill 32 (AB 32), the Global <br /> Warming Solutions Act.
