Maximum Assessment: <br /> Assessments will be subject to changes in the San Francisco - Oakland - San Jose Consumer Price <br /> Index for all urban consumers from February to February, annual increases not to exceed 3% per <br /> year. Increases will be determined by the CBD District Management Corporation and will vary <br /> between 0% and 3% in any given year. The maximum the assessments can be increased is 3% <br /> over the previous fiscal year's base assessments. Not implementing the increase for one year <br /> does not give the District Management Corporation the authority to accumulate increases above <br /> 3% within any given fiscal year.
