Based on the multitude of benefits to be realized by property and business owners as <br />well as residents, staff recommends that the Resolution of Formation for the establishment of <br />the Downtown San Leandro Community Benefit District be adopted if the support received by <br />the ballots from the property owners of the proposed Community Benefit District is more than <br />50% of the weighted assessment. <br />BACKGROUND <br />Creation of a CBD is aligned with three of the City Council’s six goals : Long-term fiscal <br />sustainability; sustainable economic development; and support of programs, activities and <br />communication that enhance the quality of life and promote a sense of community and civic <br />pride. <br />CBDs are an increasingly important tool for business districts. They are being adopted <br />nationwide, with many districts located in the San Francisco Bay Area . In addition to CBD’s <br />allowing business districts to effectively compete with regional shopping centers that provide <br />similar services to their tenants, CBDs: <br />·Are a unifying mechanism for all stakeholders to voluntarily work towards a common <br />goal - that of a vibrant district. <br />·Support businesses through recruitment, retention and promotion of the area. <br />·Fund clean-up programs, enhanced landscaping and decorations, increased safety and <br />Page 1 City of San Leandro Printed on 7/9/2013
