5 <br />DowntownSanLeandroCBD,theverynatureofthepurposeofthisDistrictistofundsupplementalprograms, <br />improvements andserviceswithintheCBDboundariesaboveandbeyondwhatisbeingcurrentlyfundedeithervia <br />normaltaxsupportedmethodsorotherfundingsources.Theseservices,programsandimprovements,aredesignedto <br />enhancethecommercialcoreuses,increasetenancyandmarketingofthecommercialentitiesintheCBDand <br />improvetheaestheticappearanceoftheCBDasawhole.Inaddition,specialservicesareprovidedfor residential <br />condominiums.AllbenefitsderivedfromtheassessmentstobeleviedonparcelswithintheCBDareforservices, <br />programsandimprovementsdirectlybenefitingthepropertyandbusinessowners andresidents withinthisareaand <br />supportincreasedcleanliness,commerce,businessattractionandretention,increasedpropertyrentalincomeand <br />improvedDistrictidentity.NoserviceswillbeprovidedbeyondtheCBDboundaries.Theproposedservices, <br />programsandimprovementswhichwillprovidespecialbenefittothepropertieswithintheCBDboundariesare <br />describedbelow: <br />1.SIDEWALK OPERATIONS ,BEAUTIFICATION,AND ORDER :$234,175 -61% <br />ExamplesofthesespecialbenefitservicesareallocatedperbenefitzonewithBenefitZone1parcelsreceivingahigher <br />frequencyofservicesrelativetotheBenefitZone2parcels.Alloftheseserviceswillnotreplaceorreducecurrentcity <br />servicesbutwillratherenhanceservices abovetheircurrentgeneralbenefitlevel.Costsmayinclude,butarenotlimited <br />to: <br />Privatesecurityservices <br />Regularsidewalkandguttersweeping <br />Specialeventmanagement,securityandcleanup <br />Respondtocomplaintsofaggressivepanhandlingandhomelessencampments <br />Timelygraffitiremoval,within24hoursasnecessary <br />Treeandvegetationplantingandmaintenance <br />Specialeventsmaintenanceandsecurity <br />Quarterlysidewalksteamcleaning <br />2.DISTRICT IDENTITY/VISITOR ATTRACTION:$50,000 -13% <br />Examplesofthesespecialbenefitservicesandcostsinclude,butarenotlimitedto: <br />Businessattractionandexpansion <br />Websitedevelopmentandupdating <br />Brochures <br />Touristrelatedactivities <br />Marketing <br />Advertising <br />SpecialEvents <br />Logodevelopment
