D. Prior to the issuance of building permits for the project, the applicant shall obtain an <br /> Encroachment Permit from the Engineering and Transportation Department for any work <br /> within the public right-of-way. <br /> E. The applicant shall have site improvements designed and stamped by a civil engineer <br /> registered to practice within the State of California. The applicant shall obtain approval of <br /> the City Engineer for all on and off site improvements prior to the issuance of Building <br /> Permits for the project. <br /> F. The proposed development shall comply with the Municipal Regional Requirement Permit <br /> (MRP) Order No. R2-2009-0074 issued by the San Francisco Regional Water Board related <br /> to storm water treatment measures. More information may be found at: <br /> www.cleanwaterprogram.org. <br /> G. The proposed development shall implement MRP prescribed Best Management Practices <br /> (BMP) to prevent storm water pollution. At a minimum, it shall implement the appropriate <br /> BMPs, such as but not limited to: <br /> 1. Keep surfaces clean at all times. Do not allow fluids to accumulate or run across <br /> surfaces. <br /> 2. Store all fluids indoors and when that is not possible, use secondary containment in a <br /> roofed, enclosure area, if stored outside. <br /> 3. Vehicle fluids must be properly managed and cannot be discharged in the garbage, <br /> sanitary sewer, or storm drain. <br /> 4. Keep all fluid containers elevated to protect them from rain water. <br /> 5. Clean up spills immediately with rags, absorbents, or wet/dry vacuum. Never allow <br /> vehicle fluids to flow into a storm or sanitary sewer drain inlet. <br /> 6. Routinely inspect and clean storm drain inlets, parking areas, work areas and waste <br /> storage areas. <br /> 7. Routinely inspect vehicles for drips and place drip pans under leaking vehicles, and <br /> drain fluids from leaking or wrecked vehicles immediately. <br /> 8. Accumulated waste water that may contribute to the pollution of storm water must be <br /> intercepted and pretreated prior to discharge. <br /> H. All on-site hazardous materials and wastes, as defined and/or regulated by the California <br /> Public Health Code and the local Certified Unified Program Agency (CUPA) must be <br /> used and managed in compliance with the applicable CUPA program regulations and the <br /> facility hazardous materials management plan approved by the CUPA authority. <br /> IV. FIRE DEPARTMENT <br /> A. All gates on the property must have a minimum 20-foot unobstructed opening width. A <br /> key box (Knox box) must be provided for each gate for emergency vehicle access to the <br /> site. <br /> V.
