City of San Leandro <br />Meeting Date: July 15, 2013 <br />Staff Report <br />File Number: 13-344 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.J. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for a Resolution of the San Leandro Hillside Geologic Hazard <br />Abatement District Approving the Annual Report of the San Leandro Hillside <br />Geologic Hazard Abatement District (GRAD) for Fiscal Year 2012-13 <br />SUMMARY AND RECOMMENDATIONS <br />This report is an update on the activities of the San Leandro Hillside Geologic Hazard <br />Abatement District (GHAD) for Fiscal Year 2012-13. <br />Staff recommends approval of the annual report of the GHAD for Fiscal Year 2012-13. <br />BACKGROUND <br />Following the hillside slide of 1998, the City Council, by Resolution No. 2000-172, approved <br />the formation of the GHAD and appointed itself to act as the Board of Directors. <br />Analysis <br />Public Works staff has completed only minor maintenance work on GHAD facilities during this <br />past fiscal year. Recent site investigation by staff did not indicate any signs of slope <br />movement. It is anticipated that there will be no major work at the site during this upcoming <br />fiscal year. <br />Current Agency Policies <br />• Establish the GHAD as a vehicle to implement repair of the Hillside Drive landslide <br />• The GHAD is limited to twenty-six (26) properties, and collects and expends funds for <br />landslide repair and maintenance <br />• The GHAD's existence and activities are tied to its available funding <br />• The GHAD will have no responsibility to perform activities beyond its funding capacity <br />City o/ San Leandro Page 1 Printed on 7/9/2013 <br />
