Helene  Fried  Associates  in  cooperation  with  Community  Design  +  Architecture   <br />Final  Artistic  Enhancement  Strategy  [July  2013  Update]  ±  Integrating  Artistic  Enhancements  with  BRT  Station  Design   <br />July  11,  2013   <br />Page  13  of  19 <br /> <br />Artist Participation Opportunity ± Pre-qualified Pool of Supporting <br />Artists/Artisans <br />Artists or artisans will respond to the Pre-qualified Pool of Supporting Artists/Artisans RFQ for possible <br />inclusion to a pre-qualified pool from which the lead artist(s) or team(s) will select additional team <br />members. Only artists and artisans in the pre-qualified pool may be invited to join a team. <br />The Pre-qualified Pool of Supporting Artists/Artisans RFQ is also a national call and not limited to local <br />or regional professionals; the aim of this, however, is to encourage the likelihood of participation by <br />DUWLVWVRUDUWLVDQVSRVVHVVLQJUHODWLYHO\OLWWOHSULRUH[SHULHQFHZLWK³DUWLQWUDQVLW´Between one (1) and <br />two (2) artists or artisans may be chosen to support the efforts of each lead artist. <br />The artists or artisan(s) who pre-qualify may choose to self-fabricate or may be asked to create a design <br />(intellectual property only) that is fabricated otherwise. In no case is the artist or artisan who responds to <br />the Pre-qualified Pool of Supporting Artists/Artisans to be primarily considered as an independent <br />fabricator whose role is solely to create the artistic enhancement of the lead artist. <br />Request for Qualifications (RFQ) <br />The public art consultant in cooperation with the design team will draft the two Request for Qualifications <br />for review and issue by AC Transit and review by the Oakland Public Art Advisory Committee (PAAC) <br />and the City of San Leandro. Wide distribution is envisioned with the cooperation of the cities of Oakland <br />and San Leandro, the Alameda County Arts Commission, other regional and national public arts agencies, <br />and non-profit organizations as well as to interested individual artists. ³C af é´ an online application <br />system, will be used IRUWKHµFDOOVIRUHQWU\¶and be provided at no charge to the artists. The public art <br />consultant will work with AC Transit to ensure a wide distribution to national lists of individual artists as <br />well as provide a list of artists maintained by the consultant. <br />Artist Resources <br />A free technical workshop on how to use ³C a f é´will be offered by the public art consultant and is to be <br />scheduled soon after the RFQs are issued. Other free forums or other resources may be offered by the <br />public art consultant in partnership with local nonprofit arts or community groups intended to familiarize <br />artists with opportunities for involvement. <br />Project briefings, a self-guided walking tour, and a self-guided bus tour will be offered of the 9.5-mile <br />BRT project site. A video will be available on YouTube and posted for those unable to attend tours in <br />person. Online resources of pertinent material regarding the project, history of the area, community <br />information and other background will be posted with links to additional information and made available <br />at the main Oakland and San Leandro libraries. <br />Artist Selection Panel <br />AC Transit will convene an Artist Selection Panel (Panel). Members of the Panel will be comprised of <br />representatives of AC Transit, the cities of Oakland and San Leandro, the community, and an artist or art <br />expert among others. The role of the Artist Selection Panel is to assess and rate the Lead Artist semi- <br />finalists¶ conceptual proposals, with consideration of the Lead Artist¶s selections of Supporting Artists or <br />Artisans, for Lead Artists Phase II, and to assess and recommend the artist(s) or team(s) for approval by <br />the Board of AC Transit. $WWKHUHTXHVWRI$&7UDQVLW¶VWKLUGSDUW\SDUWQHUVIRUWKH%57 project, the AC <br />Transit Board will review the recommendations of the Artist Selection Panel with the cities of Oakland
