September 3, 2013City Council Draft Minutes <br />ITEMS REMOVED FROM CONSENT CALENDAR9. <br />None. <br />ACTION ITEMS10. <br />10.A.13-426 Staff Report for an Ordinance Repealing Title 3, Chapter 3-5 of the <br />San Leandro Municipal Code Relating to Animals ; Amending Title 4, <br />Section 4-11-1000; and Enacting Title 4, Chapter 4-11, Articles 11-15; <br />and a Resolution Amending the Master Fee Schedule to Add Fees <br />Relating to Animal Permits <br />Comments were made by the following individuals: Mitch Huitema, Tim Holmes, <br />Mike Katz-Lacabe, Mia Ousley, Wafaa Aborashed, Dan Dillman, and Cynthia <br />Chandler. <br />13-427 PASS TO PRINT: An Ordinance Repealing Title 3, Chapter 3-5 of the <br />San Leandro Municipal Code Relating to Animals ; Amending Title 4, <br />Section 4-11-1000; and Enacting Title 4, Chapter 4-11, Articles 11-15 <br />(clarifies housing and care requirements for animals, establishes <br />regulations to maintain chickens and bees, and establishes an animal <br />permit that allows for the maintenance of animals beyond what City <br />regulations would otherwise allow) <br />A motion was made by Vice Mayor Prola, seconded by Councilmember Cutter, <br />that this ordinance be passed to print with amendment to continue to allow the <br />keeping of roosters in the RO (Residential Outer) Zoning District; to allow up to <br />four chickens without an animal permit on parcels of 4,500 square feet or <br />larger; to not require a new permit when the number of chickens decreases; to <br />not require a constant water supply as a condition of a beekeeping permit; and <br />to allow the Animal Control Director to conduct an inspection of the premises <br />upon a reasonable suspicion of a violation. The motion carried by the <br />following vote. <br />Aye:Cassidy, Cutter, Gregory, Lee, Prola, Reed, Souza7 - <br />Enactment No: Ordinance 2013-007 <br />The City Council recessed from 8:33 p.m. to 8:46 p.m. <br />13-428 ADOPT: Resolution Amending Section 6.4.100 of the San Leandro <br />Administrative Code Establishing Fees for Animal Permits , <br />Beekeeping Permits and Renewals (establishes $15 fee for permits <br />and renewals every two years) <br />A motion was made by Vice Mayor Prola, seconded by Councilmember Cutter, <br />that this resolution be adopted.
