21 <br /> <br />Manager’s report has before-and-after photos of successful corrections to code and <br />maintenance infractions27. <br /> <br />3.3.2. CAPITAL IMPROVEMENTS <br /> <br />3.3.2.1. Reconfigure on-street parking striping and signs where feasible to increase parking near major <br />employers (potential example: Hester Street). Where street widths and driveway locations <br />permit, change parallel curbside parking to angled or perpendicular, with paint striping. As <br />properties redevelop, look for opportunities to close driveways or reduce curb-cut widths to <br />increase curbside parking. Physical features can follow later (bulb-outs, etc.) <br /> <br />3.3.2.2. Assist the implementation of “Food Pods” on Merced near Kaiser Hospital, on Hester Street, <br />and near the Farallon Drive and Catalina Street intersection (see item 3.3.1.2. above) as initial <br />installations (Fig. 31). Where private properties cannot fully support both food pods and eating <br />areas, consider utilizing a "parklet" platform occupying a curbside parking stall to assist with <br />successful implementation (balancing this with on-street parking demand), or restriping of <br />parking stalls if feasible and supportive. To the degree possible, co-locate food pods with <br />incremental street improvement programs listed in item 3.2.2.2. following for maximizing the <br />visibility and momentum of change. <br /> <br />3.3.2.3. Implement small-scale, low cost, visible and incremental streetscape improvements at select <br />locations in the industrial areas as tactical measures to build a sense of momentum and <br />change. <br /> <br />3.3.2.3.1. The recommended initial streetscape improvement location priorities are as <br />follows: <br /> First Priority - "Boulevard Street": Merced Street between Williams Street and <br />Wicks Boulevard, and Williams Street from Merced Street to Westgate Parkway (Fig. <br />28). <br /> Second Priority - "Back Streets" (supplemental pedestrian lighting first, others as <br />feasible): Hester Street, the Farallon Drive and Catalina Street intersection, and <br />Timothy Drive between Williams Street and its northerly industrial/residential use <br />boundary (Figs. 33 & 34). <br /> Third Priority: 2nd phase of "Boulevard Street": Westgate Parkway from Williams <br />to Davis Street (Fig. 28). <br /> <br />3.3.2.3.2.
