Within the context of form-based regulations, envision the transitioning of <br />the superblock structure to smaller blocks and new streets, to support <br />business diversity and incubation in the longer term (Fig. 37). Assist with <br />the potential re-use of abandoned or disused rail spur right-of-ways as <br />potential new streets or walking/biking paths. Use maximum block size <br />regulations and other tools. <br /> <br /> <br />3.4 Longer-Term Actions <br /> <br />3.4.1. PROGRAMS <br /> <br />3.4.1.1. Continue to promote and partner with businesses networking organizations to strengthen <br />supply chains and solve mutual problems. <br /> <br />3.4.1.2. Create a series of company profiles and people biographies celebrating the kinds of work that <br />the city wants more of. <br /> <br />3.4.1.3. Actively engage the K-12 school system, community colleges, unions, and non-profit and for- <br />profit training organizations in the development of the area, linking them up with companies to <br />better meet the needs of those engaged in advanced manufacturing and allied innovation- <br />driven businesses. <br /> <br />3.4.1.3.1. Connect education and training initiatives with business networking organizations <br />and councils. Establish and enhance opportunities for exposure between <br />businesses with students and employee candidates, internships, on-the-job training <br />and skills upgrading, and networking. <br /> <br />3.4.1.3.2. Help new and relocating training and education venues to co -locate with activity <br />centers where possible, and to be sited at transit, bicycle and pedestrian - <br />accessible locations. <br /> <br />3.4.1.4. Encourage adaptive re-use of former large factory complexes and large footprint buildings <br />into smaller, more human-scale places that meet the needs of a variety of companies. (Fig. <br />36) Ensure that projects that exemplify how this has been done are what updated zoning <br />permits and promotes, and refer investors to those examples as templates and guidance for <br />more reliable and rapid development approvals. <br /> <br />3.4.1.5. Promote the idea of “complete community,” in which residents will benefit from the industrial <br />districts providing good places to work, learn, get healthcare, dine, and connect between <br />neighborhoods and to waterfront open spaces - as well as pay its fair share of city revenues.
