City of San Leandro <br />Meeting Date: October 21, 2013 <br />Ordinance <br />Agenda Section:File Number:13-437 CONSENT CALENDAR <br />Agenda Number:8.B. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Theresa Mallon <br />Library Services Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:ADOPT: Ordinance No. 2013-008, an Ordinance Amending Chapter 3, Title 1 <br />of the San Leandro Municipal Code by Amending Sections 1-3-125 and <br />1-3-800, and Adding Section 1-3-801, to Add a Youth Member to the <br />Library-Historical Commission (adds a youth member as a full voting member <br />to the Library-Historical Commission) <br />WHEREAS, the membership of the City’s boards and commissions , with the exception <br />of the Youth Advisory Commission , is comprised solely of adults; and <br />WHEREAS, San Leandro’s public libraries serve a large youth population , and offer <br />many programs and services targeted to teenagers; and <br />WHEREAS, the City Council wishes to include the youth perspective on issues and <br />actions considered by the Library-Historical Commission, by adding a youth member to the <br />Commission; and <br />WHEREAS, expanding the Library-Historical Commission to eight members, by the <br />addition of one youth member nominated at-large by the City’s Library Director , would allow <br />for continued representation from each Council District, while adding a youthful voice and <br />perspective to the discussions and deliberations of the Commission. <br />NOW, THEREFORE, the City Council of the City of San Leandro does ordain as <br />follows: <br />SECTION 1.PURPOSE. The purpose of these amendments is to add a youth <br />member to the San Leandro Library-Historical Commission, who would be under age 18 at the <br />time of appointment, and who would be nominated by the Library Director and appointed by <br />the City Council. <br />SECTION 2.
