City of San Leandro <br />Meeting Date: October 21, 2013 <br />Staff Report <br />Agenda Section:File Number:13-475 CONSENT CALENDAR <br />Agenda Number:8.H. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW:Carla Rodriguez <br />Deputy Finance Director <br />TITLE:Staff Report for a Resolution Adopting the San Leandro Title VI Program <br />RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution to establish the San Leandro Title <br />VI Program. <br />BACKGROUND <br />The Engineering and Transportation Department was awarded a $130,987 grant from the <br />Metropolitan Transportation Commission (MTC) Cycle 4 New Freedom Program in May 2012 <br />to install accessible pedestrian signal (APS) devices at 13 signalized intersections. <br />The MTC requires that all New Freedom Program sub-recipients establish a Title VI Program <br />to ensure that no person is excluded from participation in, denied the benefits of, or <br />discriminated against, its projects, programs, or activities on the basis of race, color, creed, <br />national origin, sex, or age, as provided in Title VI of the Civil Rights Act and 49 United States <br />Code Section 5332. <br />City staff established the San Leandro Title VI Program , which was approved by the MTC and <br />had been posted on the City’s website since June 2012. With a new update requirement in <br />2013, the Title VI Program must be approved by the City Council prior to submission to the <br />MTC. <br />City staff updated the San Leandro Title VI Program in May 2013 and now seeks the City <br />Council’s approval to formally establish the San Leandro Title VI Program . <br />Analysis <br />The New Freedom Program is authorized under the provisions set forth in the Safe, <br />Accountable, Flexible, and Efficient Transportation Equity Act : A Legacy for Users, <br />Page 1 City of San Leandro Printed on 10/15/2013
