City of San Leandro <br />Meeting Date: October 21, 2013 <br />Resolution - Council <br />Agenda Section:File Number:13-476 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW:Carla Rodriguez <br />Deputy Finance Director <br />TITLE:ADOPT: Resolution Adopting the San Leandro Title VI Program (fulfills a <br />requirement to receive a Metropolitan Transportation Commission [MTC] <br />Cycle 4 New Freedom Program grant) <br />WHEREAS, the City of San Leandro received a grant from the Metropolitan <br />Transportation Commission (MTC) Cycle 4 New Freedom Program to install accessible <br />pedestrian signal (APS) devices at 13 signalized intersections; and <br />WHEREAS, the MTC is a direct recipient of the Cycle 4 New Freedom Program from <br />the Federal Transit Administration (FTA) and requires that all New Freedom sub-recipients <br />establish a Title VI Program to ensure that no person is excluded from participation in , denied <br />the benefits of, or discriminated against under its projects, programs, or activities on the basis <br />of race, color, creed, national origin, sex or age, as provided in Title VI of the Civil Rights Act <br />and 49 United States Code Section 5332.; and <br />WHEREAS, a new update requirement in 2013 demands that the Title VI Program <br />must be approved by the sub-recipient’s board of directors or appropriate governing entity or <br />official(s) responsible for policy decisions prior to submission to the MTC; and <br />WHEREAS, the San Leandro Title VI Program was established in June 2012; and <br />WHEREAS, the updated 2013 San Leandro Title VI Program containing six documents <br />is attached; and <br />WHEREAS, the City Council is familiar with the contents thereof; and <br />WHEREAS, the City Manager recommends approval of said Program. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />Page 1 City of San Leandro Printed on 10/15/2013
