ADMINISTRATION <br /> <br />SECTION 101 <br />GENERAL <br /> <br />101.1 Title. <br /> <br />These regulations shall be known as the Building Code of the City of San Leandro, <br />hereinafter referred to as “this Code.” <br /> <br />101.2 Scope. <br /> <br />The provisions of this Code shall apply to the construction, alteration, relocation, <br />movement, enlargement, replacement, repair, equipment, use and occupancy, location, <br />maintenance, removal and demolition of every building or structure or any appurtenances <br />connected or attached to such buildings or structures. <br /> <br />101.2.1 Appendices. <br /> <br />Provisions in the appendices shall not apply unless specifically adopted. <br /> <br />101.3 Purpose and Intent. <br /> <br />The purpose of this Code is to establish minimum standards to safeguard public health, <br />safety, and general welfare by regulating the design, structural strength, means of egress <br />facilities, stability, sanitation, adequate light and ventilation, construction, installation, <br />quality of materials, use, occupancy, location, energy conservation and maintenance of all <br />buildings, structures, and certain equipment as specifically set forth herein and safety to <br />life and property from fire and other hazards attributed to the built environment and to <br />provide safety to firefighters and emergency responders during emergency operations. <br />Consistent with this purpose, the provisions of this Code are intended and always have <br />been intended to confer a benefit on the community as a whole and are not intended to <br />establish a duty of care toward any particular person. <br /> <br />This Code shall not be construed to hold the City of San Leandro or any officer, employee <br />or agent thereof responsible for any damage to persons or property by reason of any <br />inspection authorized herein or by reason of the issuance or non- issuance of any permit <br />authorized herein, and/or for any action or omission in connection with the application <br />and/or enforcement of this Code. By adopting the provisions of this Code, the City does <br />not intend to impose on itself, its employees or agents any mandatory duties of care <br />toward persons and property within its jurisdiction so as to provide a basis of civil liability <br />for damages. <br /> <br />This Section is declaratory of existing law and is not to be construed as suggesting that <br />such was not the purpose and intent of previous Code adoptions. <br />
