City of San Leandro <br />Meeting Date: December 16, 2013 <br />Staff Report <br />Agenda Section:File Number:13-310 CONSENT CALENDAR <br />Agenda Number:8.C. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Lianne Marshall <br />Assistant City Manager <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for Approval of the City of San Leandro’s 2014 Local <br />Appointments List of the Upcoming Vacancies on the City’s Boards and <br />Commissions <br />SUMMARY AND RECOMMENDATIONS <br />State law requires the posting of a Local Appointments List , to inform the public of the <br />upcoming vacancies on the City’s boards and commissions during the next calendar year . <br />Staff recommends that the City Council review and approve by motion the posting of the 2014 <br />Local Appointments List . <br />BACKGROUND <br />California Government Code Section 54970 et seq., known as the Maddy Act , is intended to <br />raise the awareness of members of the community about volunteer opportunities on local <br />boards, commissions, and committees. The Act requires the City Council , by December 31 of <br />each year, to prepare and post a list of “...all regular and ongoing boards, commissions, and <br />committees which are appointed by the legislative body of the local agency...with the name of <br />the incumbent appointee, the date of appointment, the date the term expires, and the <br />necessary qualifications for the position.” <br />Analysis <br />The City has nine (9) regular boards and commissions whose members serve at the pleasure <br />of the City Council. The terms of most board and commission members terminate upon the <br />expiration of the regular term of the Mayor or the Councilmember representing the <br />Councilmember district from which the member was appointed. The City Council also <br />appoints community members to external entities. <br />The 2014 Local Appointments List includes the following upcoming vacancies : <br />·At large members and members representing Districts 1, 3, and 5, with terms expiring <br />on December 31, 2014 <br />·All youth members, with terms expiring on August 31, 2014 <br />Page 1 City of San Leandro Printed on 12/10/2013
