EXHIBIT A <br /> SCOPE OF SERVICES <br /> PROJECT DESCRIPTION <br /> The City of San Leandro plans to relocate non-essential functions from the San Leandro Police Department <br /> (SLPD) Building at 901 East 140 Street to the South Offices Building at 999 East 14th Street. <br /> Approximately 2,750 square feet of the first floor of the SLPD Building will be reconfigured to house an <br /> expansion of the communications center and supporting spaces. It is envisioned that this building will <br /> serve as a point of contact for the public only after business hours. <br /> Approximately 7,000 square feet of the South Offices Building will be reconfigured to house the Traffic <br /> Division, Records Division(including Live Scan services), as well as the following sections of the Criminal <br /> Investigations Divisions: Youth and Social Services(including school resource officers), Juvenile Detective, <br /> Counseling Services, and Community Support Services. It is envisioned that this building will serve as the <br /> new point of contact between the public and the SLPD during business hours. Work is envisioned to <br /> include a separation between the theater portion of the building and the SLPD portion of the building, a new <br /> lobby for public access to the SLPD, and a form of access control to the parking spaces on the south side. <br /> The existing restrooms used by the theater may also be used by SLPD if access to each space can be <br /> adequately controlled. <br /> This contract is for architectural and engineering services required to develop conceptual plans and a <br /> construction cost estimate for the work on both buildings as detailed below. An °extended survivability" <br /> design approach will be used to provide the City with a level of emergency preparedness beyond code <br /> minimums where possible. <br /> STEP#1 –PROGRAM, NEEDS ASSESSMENT&GOALS <br /> Consultant shall conduct a kick-off meeting, interview key SLPD and City staff(e.g. IT, building <br /> maintenance, etc.), establish goals and perform program validation of that portion of the"2009 Police <br /> Department Needs Assessment°deemed relevant to the reconfiguration of the space allotted to the SLPD <br /> divisions and services noted in the project description above. Work shall also include review of SLPD <br /> organizational goals and discussion of future trends which may affect functional relationships and program <br /> needs. <br /> Consultant shall prepare a Program Summary Table defining space needs and identify adjacencies, <br /> division unit roles, processes, security envelopes, activities and procedures concurrent with floor plan <br /> layout activity. Consultant shall also prepare a Bubble Diagram to identify the spatial relationships between <br /> various areas and the required circulation routes in between. <br /> This step also includes evaluation of security needs related to the future point(s)of public access at the <br /> South Offices Building during business hours and the SLPD during after hours, and discussion of the <br /> general relationship of this project to City's Emergency Operations Center(EOC)and radio <br /> communications network. <br /> Includes two meetings with SLPD Facility Committee. <br /> Consulting Services Agreement between October 22, 2013 <br /> City of San Leandro and INDIGO Architects—Exhibit A Page 16 of 24 <br />
