Introduction <br /> Six goals were adopted by the San Leandro City Council for 2013, including the following: <br /> Undertake programs and advance projects promoting sustainable economic <br /> development, including transforming San Leandro into e center for innovation. <br /> This document provides e summary ufongoing and planned efforts undertaken to further this <br /> gue| and strengthen the |uce| economy. Although several years have passed since the adoption <br /> of the San Leandro Economic Development Strategy and Work Plan ("Strategy") in 1997, the <br /> four nnejur program themes outlined in that document are still relevant to our efforts today. <br /> Those themes are: <br /> • Sustaining Economic Growth; <br /> • Reinvesting in San Leandro; <br /> • Enhancing the Local Tax Base; <br /> • Improving Community Life. <br /> In general, economic development initiatives are designed to create e positive environment for <br /> investment in the |uce| economy. Balanced and targeted investment in appropriate growth <br /> - <br /> inducing activities can leverage limited public sector resources to promote quality jobs and <br /> foster sustainable high quality uf life for the people of San Leandro. Additionally, successful <br /> economic development generates revenue for the public sector to meet future community <br /> needs. The ideals and goals ufthe l997 Strategy have since been embodied in the General Plan <br /> and in the Redevelopment Implementation Plans that, until last year, served as the economic <br /> development work plan for San Leandro's three redevelopment project areas. <br /> Although many aspects of the Strategy are still relevant, several significant changes have <br /> impacted the City's economic foundation and its ability to provide economic development <br /> services in recent years. Those economic drivers include: <br /> • The adoption in 2007 of an award-winning Transit Oriented Development Strategy that <br /> provides e blue-print and environmental clearance for higher-density, vve|keb|e, and <br /> sustainable mixed-use development in Downtown San Leandro. <br /> • Asevere economic recession beginning in 2009 which greatly reduced private sector <br /> investment in almost all economic sectors for several years. <br /> ity of San Leandro I Economic Development Strategy and Work Plan I December 2013 <br />
