HAYWARD CITY COUNCIL <br />RESOLUTION NO. 13-131 <br />Introduced, by Council Member Perot <br />RESOLUTION APPROVING DESIGNATION OF THE <br />ALAMEDA COUNTY SOURCE REDUCTION AND <br />RECYCLING BOARD AS THE LOCAL TASK FORCE UNDER <br />STATE LAW FOR THE PURPOSE OF REVIEWING AND <br />COMMENTING ON COUNTY INTEGRATED WASTE <br />MANAGEMENT PLAN AMENDMENTS <br />WHEREAS, the Cdlifomia Public Resources Cade Section 40950 requires the <br />creation of a Local Taste Force (LTF) to comment on possible County Integrated Waste <br />Management Plan dents and to otherwise provide non-binding guidance with respect to <br />integrated solid waste planning, and <br />WHERFAS, the Alameda County Waste Manage nt Authority (Authority), via <br />Section 5.g. of the Joint Powers Agreement (JPA) creating it, is empowered to make replacement <br />appointments to the LTF, subject to approval by the County Board of Supervisors and a double <br />maj ority of the Cities in the County, and <br />WHEREAS, the Authority has appointed the Alameda County Source Reduction <br />and Recycling Board as the LTF, as an efficiency improving measure in government (doing so <br />consolidated a committee of the Authority with the LTF, eliminating the need for separate <br />committee and task force meetings}, pending approval by the County and a double majority of <br />the Cities in the County. <br />WHEREAS, the Alameda County Charter Subsection 64.130.C., states that in <br />order to avoid unnecessary administrative duplication the County Board of Supervisors shall seek <br />the consent of a double majority of the Cities for the Alameda County Recycling Board to serve <br />as the LTF, but in the event such appointment does not occur, the Recycling Board shall review <br />any recommendations of the LTF regarding source reduction and recycling. . <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Hayward approves designation of the Alameda County Source Reduction and Recycling Board as <br />the Local Task Force. <br />IN COUNCIL, HAYWARD, CALIFORNIA July 30 2013 <br />
