CITY OF ALAMEDA RESOLUTION NO. 14791 <br />APROVE DESIGNATION OF THE ALAMEDA COUNTY SOURCE.RED.UCTION <br />AND RECYCLING BOARD AS THE LOCAL TASK FORCE °UNDER :ST -.,ATE -'.LAW <br />FOR THE PURPOSE OF REVIEWING AND .COMMENT.ING .ON;::COUNTY <br />INTEGRATED WASTE MANAGEMENT PLAN AMENDMENTS`:. <br />WHEREAS, California Public Resources Code Section ..40950. requires.: the . <br />creation of a Local Task Force (LTF) to comment on possible CourLLt ,:Integrated :Waste'sā¢ <br />Management Plan amendments and to otherwise provide-non-bir-d.ing°.;guidance withZi 7T <br />respect to integrated solid waste planning, and <br />WHEREAS, the Alameda County Waste .:Management Authority :.(ACWMA); via <br />Section 6.g. of the Joint Powers Agreement (JPA) creating it, -is -em <br />powered.ao make` <br />replacement appointments to the LTF, subject .to approval by the County .Board of <br />Supervisors and a double majority of the Cities.in the County, and <br />WHEREAS, the ACWMA has appointed the Alameda County Source Reduction <br />and Recycling Board as the LTF, as an efficiency improving measure 'in. government; <br />and, doing so consolidated a committee of the ACWMA with the LTF, eliminating the <br />need for separate committee and task force meetings, pending approval by the County <br />and a double majority of the Cities in the County, and <br />WHEREAS, the Alameda County Charter Subsection 64.1 30, 'states that in order <br />to avoid unnecessary administrative duplication the County Board of .Supervisors.shall <br />seek the consent of a double majority of the Cities for. the. Alameda:Couiity Recycling <br />Board to serve as the LTF, but in the event such appointment -does not occur, the <br />Recycling Board shall review any recommendations of the LTF regarding source <br />reduction and recycling. <br />BE IT RESOLVED, that '.the City Council - .of .the -..City of Alameda: appr:.oves <br />designation of the Alameda County Source Reduction and -Recycling B.oar&as--tha: Local <br />Task Force. <br />
