Minutes - San Leandro City Council Meeting - February 6, 1995 Page - 5 - <br /> NEW BUSINESS (continued) <br /> Mike Oliver, City Manager, said the City Council directed staff to retrofit <br /> essential City buildings. He said the Council has indicated an interest in <br /> having staff begin discussions with the Oro Loma Sanitary District and East <br /> Bay Municipal Utility District regarding the potential for a merger, <br /> consolidation or assumption of the City' s treatment system. He said a <br /> meeting is set for March and the subject contract could be postponed, but <br /> even if productive conversations begin in March or early April , the <br /> transition to move 5 to 10 million gallons per day of the City's sewage to <br /> Oakland or San Lorenzo is significant and could take many years to <br /> accomplish. He said the City needs to keep in mind the need to maintain <br /> its essential structures in the event of a significant seismic event during <br /> that transition time. <br /> Council Member Myers concurred with holding off on the contract until after <br /> staff meets with the two Districts. <br /> Council Member Perry said the staff report should include information on <br /> what happens if the odor-control system fails and the City is, what kinds <br /> of contracts are involved, who would be responsible for capital <br /> improvements. Mr. Oliver said transition of the City's treatment program <br /> would be extremely complex and would consider physical facilities, rate <br /> payers, etc. <br /> Council Member Perry asked for a time line regarding seismic retrofit vs. <br /> consolidation. <br /> Mayor Corbett said it is the Council 's intention to move along with seismic <br /> retrofit as quickly as possible. <br /> The following Motion was then introduced: <br /> Minute Order No. 95-4, Matter of Contractual Services Agreement with The <br /> Sear-Brown Group Related to the Water Pollution Control Plant Seismic <br /> Retrofit, Phases 2 and 3, Project No. 593-8541 . (2323) <br /> On motion by Council Member Kerr, who moved its approval , seconded by <br /> Council Member Galvan, and carried by a majority vote (7) , the City Council <br /> tabled the matter of a Contractual Services Agreement with The Sear-Brown <br /> Group related. to the Water Pollution Control Plant Seismic Retrofit, Phases <br /> 2 and 3, Project No. 593-8541 . <br /> A. Matter of Waiving Competitive Bidding for Purchase of a Fire Pumper <br /> Engine (authorizes a negotiated contract for purchase of a Pierce <br /> Manufacturing, Inc. , fire pumper engine) . <br /> Mike Oliver said staff only requests City Council approval of waiver of <br /> competitive bidding when it is in the best interests of the City to do <br /> so. <br />
