Minutes Page - 3 -
Joint San Leandro City Council/
San Leandro Redevelopment Agency
Special Meeting - February 27, 1995
Joint City Council/Redevelopment Agency Public Hearing
Matter of:
A. Plaza 2 Plan Amendments
B. Reuse Report, and Disposition and Development Agreement
1. Staff Report
2. Mitigated Negative Declaration Response and Comment
3. Report of Agency on Plan Amendment No. 9 and Plan Amendment No. 10;
Text of Plan Amendment No. 9 and Plan amendment No. 10
4. Reuse Report & Reuse Appraisal
5.. Form of the Disposition and Development Agreement
This being the time and place for the Public Hearing on the above matter,
Mike Oliver, City Manager, said staff would provide a detailed overview of
the actions before the Council/Agency. He thanked the City Council for
their support and said San Leandro is successful because it isn't afraid to
believe that things can happen.
June Catalano, Development Services Director, introduced the staff report.
She described Davis Street as a gateway to the city but said there has been
little interest in development of Davis west of the interchange. However,
the proposed Costco projects will extend retail uses to this area, thus
revitalizing it, improving privately-owned property, and increasing sales
tax revenue. This is a major retail expansion opportunity which will
provide a chance for Davis Street to become the kind of corridor the City
has long wanted it to be.
Steve Emslie, Planning Manger, described the proposed development and the
environmental process which was undertaken in connection with the Plan
Amendments, beginning with a 1988 Environmental Impact Report for the Plaza
2 Redevelopment Project Expansion. He said the EIR anticipated commercial
use of this site and identified it as such. An analysis of potential
impacts if Area D was developed was made, and a Negative Declaration has
been prepared. He described the environmental process, including noise and
traffic studies, environmental site analysis for hazardous materials, etc.
He said one comment letter was received, from Caltrans, and a response was
prepared. He described the five amendments to the Plaza 2 Redevelopment
Plan which have been proposed and said two fall under a Mitigated Negative
Declaration and three are Categorically Exempt.
