Form of the Disposition and Development Agreement <br /> This being the time and place for the Public Hearing on the above matter, <br /> Mike Oliver, City Manager, said staff would provide a detailed overview of <br /> the actions before the Council/Agency. He thanked the City Council for <br /> their support and said San Leandro is successful because it isn't afraid to <br /> believe that things can happen. <br /> June Catalano, Development Services Director, introduced the staff report. <br /> She described Davis Street as a gateway to the city but said there has been <br /> little interest in development of Davis west of the interchange. However, <br /> the proposed Costco projects will extend retail uses to this area, thus <br /> revitalizing it, improving privately-owned property, and increasing sales <br /> tax revenue. This is a major retail expansion opportunity which will <br /> provide a chance for Davis Street to become the kind of corridor the City <br /> has long wanted it to be. <br /> Steve Emslie, Planning Manger, described the proposed development and the <br /> environmental process which was undertaken in connection with the Plan <br /> Amendments, beginning with a 1988 Environmental Impact Report for the Plaza <br /> 2 Redevelopment Project Expansion. He said the EIR anticipated commercial <br /> use of this site and identified it as such. An analysis of potential <br /> impacts if Area D was developed was made, and a Negative Declaration has <br /> been prepared. He described the environmental process, including noise and <br /> traffic studies, environmental site analysis for hazardous materials, etc. <br /> He said one comment letter was received, from Caltrans, and a response was <br /> prepared. He described the five amendments to the Plaza 2 Redevelopment <br /> Plan which have been proposed and said two fall under a Mitigated Negative <br /> Declaration and three are Categorically Exempt. <br />
