Minutes Page - 5 - <br /> Joint San Leandro City Council/ <br /> San Leandro Redevelopment Agency <br /> Special Meeting - February 27, 1995 <br /> Joint City Council/Redevelopment Agency Public Hearing (continued) <br /> Mayor Corbett discussed the importance of these actions to the City's <br /> Economic Development Program. She said the entire City Council has been <br /> working hard to see that this matter moves forward quickly. She commended <br /> staff, particularly the City Manager and City Attorney, for their efforts. <br /> Staff responded to Council questions regarding hazardous materials cleanup; <br /> they said all offers made by the City are predicated on delivery of a clean <br /> site and said cleanup costs are anticipated to be relatively low. <br /> Staff explained the financing method for the project and costs involved, <br /> including the Fair Market appraisal of $3.495 million for purchase of the <br /> land, and costs for demolition, legal fees, site design, traffic <br /> improvements, business relocation, utility undergrounding, etc. Staff <br /> described the loan process between the City and the Redevelopment Agency. <br /> In response to Council questions, staff discussed the use of Rule 20A funds <br /> to pay for utility undergrounding. <br /> Staff discussed the relocation process for businesses and tenants. Ms . <br /> Potter said Pacific Relocation Consultants are experts in relocation and <br /> will conduct one-on-one interviews with tenants to determine their needs. <br /> She said, although the project is being fast-tracked, the law requires 90 <br /> days after the Order of Immediate Possession for tenant relocation. <br /> • <br /> The Hearing was then opened to the public. <br /> Mr. Boehm, Transbox Systems, said he started his business in San Leandro 17 <br /> years ago, moved to Oakland, then returned to San Leandro a year ago after <br /> making $2.5 million in improvements to his facility on Davis Street. He <br /> said his system is automated and can't be shut down for more than six <br /> hours. The City Manager explained that there is no plan at this time to <br /> acquire or affect Mr. Boehm's property. He said improvements will be made <br /> along the frontage of Lasley's so that Beecher Street will be more <br /> accessible. He also said there will be no affect on the parking under the <br /> overpass. Staff described the five parcels to be obtained and said <br /> trucking in Phase 3 would be compatible with Mr. Boehm's business. <br /> Glenn Forbes, on behalf of the Schragge interests, expressed concern <br /> regarding staff comments that truck terminals are now prohibited. He spoke <br /> regarding a 1992 Owner Participation Agreement with Schragge. He said, <br /> although truck terminals are not specifically listed as approved, they are <br /> not prohibited. He said the Schragge's spent $50,000 on improvements, and <br /> their position is that the Owner Participation Agreement remains effective. <br /> He referred to materials he submitted at the time of the Interim Ordinance <br /> and requested that they be deemed submitted in this matter. He asked what <br /> properties will be affected by Amendment No. 10. Mr. Emslie said trucking <br /> would be prohibited adjacent to Area D. <br />
