Minutes - San Leandro City Council Meeting - May 15, 1995 Page - 12 - PUBLIC HEARINGS (continued) The following Resolution was then introduced: Resolution No. 95-88, Resolution Approving Action Plan for Community Development Block Grant Funds, Fiscal Year 1995-96 and Authorizing Execution and Submission Thereof by the City Manager (approves amounts and recipients of CDBG Block Grant Funds as well as authorizes the City Manager to execute and submit Action Plan, Fiscal Year 1995-96, to HUD) . (2096) Introduced by Council Member Kerr, who moved its adoption, seconded by Council Member Perry, and carried by a majority vote (6) , with Council Member Polvorosa absent (1) . B. Matter of A-95-1 ; Reclassification; Re-Zone from RM 3000 (Multiple- Family Residential ) District to IL (Limited Industrial ) District; Property at 833 - 143rd Avenue; Assessor' s Parcel Number 77D-1443-2; G. Nickolopoulos, Applicant. This being the time and place for the Public Hearing on the above matter, Norm Weisbrod, Associate Planner, presented the staff report. He said the apartment building owner next door to the site contacted him and has no objection to the reclassification. He said the property owner has done a lot of work to upgrade the site. The Hearing was then opened to the public. There being no comments from the public, on motion of Council Member Myers, seconded by Council Member Galvan, and carried by a majority vote (6) , with Council Member Polvorosa absent (1) , the Public Hearing was closed. The following Motion was then introduced: Minute Order No. 95-39, Motion Certifying the Negative Declaration for A-95-1 as complete and in compliance with CEQA requirements and Approving the Reclassification for A-95-1 . (1099) On motion by Council Member Perry, who moved its approval , seconded by Council Member Kerr, and carried by a majority vote (6) , with Council Member Polvorosa absent (1) , the City Council certified the Negative Declaration as complete and in compliance with CEQA requirements and approved the reclassification and re-zoning of A-95-1 .
