Minutes - San Leandro City Council Meeting - May 15, 1995 Page - 2 - <br /> 5. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is invited <br /> to make any comments related to Agenda items (including San Leandro <br /> Redevelopment Agency, San Leandro Parking Authority, and San Leandro <br /> Industrial Development Authority) or other items of public interest at this <br /> time. Comments regarding Public Hearing items will be heard during the <br /> Public Hearing portion of the Agenda. <br /> A. Jeff Houston asked questions regarding speaker cards and the Brown Act. <br /> The City Attorney said the cards were a matter of convenience for the <br /> Council and the public and not a precondition for speaking. <br /> B. Sharon Santilena spoke regarding creation of a skateboard park in San <br /> Leandro. She discussed liability, space within the City, graffiti , <br /> costs, parks currently in use in other cities, etc. She made <br /> suggestions for creation of a park and suggested that the City create <br /> a skateboard park. <br /> C. Brian Young said youth are ticketed for skateboarding, but he doesn't <br /> think it's a crime. He said everyone supports other sports and <br /> requested that the City Council give skateboarding a chance. <br /> D. Richmond Marshall , 15014 Wengate Street, spoke in support of the Root <br /> Park project and said it will eliminate hiding places and provide for <br /> greater protection for citizens. <br /> E. Steven Lewis, a U.C. Berkeley Student, discussed his Masters thesis, <br /> which is a study of San Leandro Creek. He described the results of a <br /> survey and interviews he has conducted. <br /> F. Joyce Rutledge, Representing the San Leandro Unified School District, <br /> said the Board would be announcing the new Principal of San Leandro <br /> High School . She requested the approval of the appointment of Lee <br /> Jones as the School District representative to the Recreation and Parks <br /> Commission and described his many contributions to the community. <br /> G. Amy Coulter, 215 Broadmoor Boulevard, spoke in opposition to the Root <br /> Park project. She said City funds are limited and should be used <br /> elsewhere, perhaps for creation of a skateboard park. <br /> H. Ann Gibbs, 242 Arroyo, spoke in opposition to the Root Park project. <br /> She said her property abuts the park, and she discussed problems with <br /> trash and pollution in the creek and car repairs being done at <br /> Kragen's. She said the City should spend the funds to adopt a school <br /> or provide other youth activities. <br /> I . Dennis Lamberti , 325 Arroyo, submitted a petition from the neighbors of <br /> Root Park in opposition to the project and an extract from California <br /> Labor Law. He said people from East Oakland will use the park. He <br /> said only 15 people attended the meetings regarding the park plan in <br /> 1991 and 1992, but the people who live on Arroyo voiced opposition at <br /> the time. He said the original estimate has increased by $200,000. He <br /> said this is a wasteful project. He said three of the Golden Bay <br /> subcontractors are unlicensed. <br />
