Minutes - San Leandro City Council Meeting - June 13, 1995 Page - 2 - <br /> 4. PUBLIC HEARINGS <br /> A. Matter of Adoption of the City Manager's Proposed Budget, <br /> 1995-96 Fiscal Year. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, presented the staff <br /> report. He said numerous meetings have been held to develop the <br /> Budget Strategies. He discussed the Finance Committee meetings <br /> and said the full Council met to review the budget in detail . He <br /> said the budget includes $67.2 million in expenditures and $67.7 <br /> million in revenues and is a balanced budget based on the three <br /> assumptions identified by the City Manager. Mr. Jermanis <br /> complimented Lee Ness for his work in analyzing the budget and <br /> making recommendations for improvement. <br /> The Hearing was then opened to the public. <br /> Lee Ness, 2321 Belvedere Avenue, thanked John Jermanis for <br /> reviewing the budget with him. He said it is a good budget, and <br /> he recommended adoption. He said the City Council should think <br /> about the funds that will be put into the golf course and develop <br /> a plan for repayment, such as bringing rates up to the market <br /> rate. He expressed concern regarding retired employee medical <br /> costs and employee retirement costs. He suggested that the Water <br /> Pollution Control Plant be privatized or taken over by another <br /> agency. <br /> The City Clerk noted that a letter had been submitted from Steve <br /> Mudgett, Golden Gate Seafood, Inc. , supporting the construction of <br /> the storm line connection, Williams Street to Merced Street. <br /> Susan Riskind-Poulsen, 182 Sunnyside, asked if fire consolidation <br /> would eliminate the opportunity to privatize the ambulance <br /> service, which could be a revenue source. The City Manager said <br /> ambulance service is currently provided by contract with the <br /> County by a private vendor. He said the use of fire personnel to <br /> provide ambulance service is currently under consideration on a <br /> County-wide basis, and fire fighters are currently being trained <br /> to paramedic level . <br /> There being no further comments from the public, on motion of <br /> Council Member Myers, seconded by Council Member Polvorosa, with <br /> Mayor Corbett and Council Member Loeffler absent (2) , and carried <br /> by a majority vote (5) , the Public Hearing was closed. <br /> Vice Mayor Kerr read a statement from Mayor Corbett thanking the <br /> Finance Committee for their diligence, time, and sense of humor. <br /> She said the budget has new and innovative details and holds the <br /> line on fees. and charges. She added her full support to the <br /> budget. <br /> Vice Mayor Kerr said staff did an outstanding job in providing the <br /> Finance Committee with information and keeping fee increases down. <br />
