Minutes - San Leandro City Council Meeting - June 26, 1995 Page - 7 - <br /> PUBLIC HEARINGS (continued) <br /> Lou Filipovich, 15376 Laverne Drive read a synopsis statement. He said <br /> people have been ignored. He said Al Rosenga and San Leandrans for our <br /> Firefighters have—lnnounced they—intend-td- circulate petitions. He <br /> said five homeowners' associations believe no savings will result. Mr. <br /> Filipovich said he had filed a petition. He said the City failed to <br /> ask for a vote at the Town Hall Meetings. He said this will require <br /> another property taxing system. He said residents could not get copies <br /> of his petition at City Hall , and he filed another petition with the <br /> City Council . He said it should be listed on the Agenda. <br /> Lavern Anderson,--1495- -159th- Avenue, -spoke- regarding the excellent <br /> service he received in the Ashland area when his wife suffered a heart <br /> attack. He said the County's fire service is excellent. <br /> Darlene Evans, 361 Bristol Boulevard, said Engine No. 6 costs are <br /> extravagant. She spoke regarding insurance rates to the public and <br /> commented on various components of the budget. <br /> Al Rosenga, 534 Parrott Street, said there are still questions to be <br /> examined. He said Mr. Davis' contract estimate was missing $400,000, <br /> asked what the split would be with the County for the management <br /> savings, said he does not believe everything would become status quo <br /> upon termination of the Agreement, and asked why it would take a year <br /> to terminate. He asked, if the City is going to lose a portion of <br /> staff, what reduction would there be to the department heads. He asked <br /> if supervisors still receive salaries and benefits. He said San <br /> Leandro's funds for fire service come from the General Fund and are not <br /> protected by State law. <br /> Brian McKenna, President, San Leandro Fire Fighters' Association, said <br /> this has been a long, hard process. He said the fire fighters don't <br /> want to leave San Leandro, but they do want to provide the highest <br /> level of service to the community. He said this is an opportunity to <br /> look into the future and see if joint fire services can provide it. He <br /> said the fire fighters feel there is overwhelming support from the <br /> community for this contract. He said his membership has directed him <br /> to inform the City Council that they support the contract and stand <br /> poised to provide the highest level of service. <br /> In response to questions, Mr. McKenna said the dispute resolution <br /> conciliation process would provide parameters for wages and benefits, <br /> and other issues are arbitrable or conciliatory, so protection is <br /> provided. He discussed the potential for improved paramedic services <br /> and said the combined department could provide services in areas of <br /> expertise that are not available to a single entity. <br /> There being no further comments from the public, on motion of Council <br /> Member Polvorosa, seconded by Council Member Loeffler, and carried by <br /> a majority vote (7) , the Public Hearing was closed. <br />
