The public is invited <br /> to make any comments related to Agenda items (including San Leandro <br /> Redevelopment Agency, San Leandro Parking Authority, and San Leandro <br /> Industrial Development Authority) or other items of public interest at this <br /> time. Comments regarding Public Hearing items will be heard during the <br /> Public Hearing portion of the Agenda. <br /> A. Susan Riskind-Poulsen, 182 Sunnyside Drive, North Area Business <br /> Development Task Force, said the Task Force is in favor of a median on <br /> East 14th Street and also requests that zoning in the area be changed <br /> so that commercial also include retail . She suggested rehabilitation <br /> funds be used for multi -family units. She said areas for offstreet <br /> parking are available on East 14th Street and Sunnyside. <br /> B. Harold Kitzmann, 13730 East 14th Street, said he chose to live here <br /> because he felt San Leandro was an ideal community, until recently. He <br /> said the City Council , as the top management of the City, must have a <br /> good working relationship or everyone suffers. He said the City <br /> Council must develop the ability to work as a strong, cohesive group <br /> and provide leadership for the community. <br /> C. Gary Pacheco, Pacheco Gardening, 795 Sandoval Way, protested the award <br /> of contract to T & L Landscaping. He said he was the second low bidder <br /> on the project. He said the low bidder did not fill his bid out <br /> correctly, and it should have been rejected. He said his bid is $20- <br /> 30,000 less than the Engineer's Estimate. He proceeded with the award <br /> when the low bidder has asked to withdraw his bid. He said he wondered <br /> why larger contractors are always the high bidders and said City <br /> engineers should take into account the interests of landscapers who are <br /> currently doing work in the area. <br /> D. Dana Johnson, 343 Farrelly Drive, questioned why or how ethnic group <br /> definitions are being modified. He said ethnic designations foster <br /> color consciousness instead of color blindness. He said contracts <br /> should be awarded solely on the basis of ability, and race should not <br /> be a factor. <br /> E. Cary Walker, 471 Santa Monica, Mission Bay Mobilehome Park, said the <br /> five-year agreement is going to tie the tenants' hands. He requested <br /> a vote at the mobilehome park for the tenants. He discussed the split <br /> of payments for disaster repair between the tenants and the park owners <br /> and said it was not equitable. <br /> F. Thomas Silva, 1374 Via San Juan, presented an Affordable Housing Market <br /> Analysis for family-style apartment buildings. He suggested the City <br /> contribute capital to a for-profit enterprise and said the City would <br /> see a return on its investment. Mayor Corbett referred Mr. Silva to <br /> staff. <br />
