Minutes - San Leandro City Council Meeting - August 21, 1995 Page - 3 - <br /> 5. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is <br /> invited to make any comments related to Agenda items (including San <br /> Leandro Redevelopment Agency, San Leandro Parking Authority, and San <br /> Leandro Industrial Development Authority) or other items of public <br /> interest at this time. Comments regarding Public Hearing items will be <br /> heard during the Public Hearing portion of the Agenda. <br /> A. Al Rosenga, 534 Parrott Street, spoke regarding the Small Business <br /> Loan for Cafe Paradiso. He said his homeowners' association is <br /> concerned about the lack of collateral and said the City must be <br /> cautious about loaning money to a business that does not qualify <br /> for a loan from a regular lending institution. He expressed <br /> concern regarding inadequacy of parking, the impact off-street <br /> parking would have on the neighborhood, and competition with other <br /> local businesses. <br /> B. Ellen Geis asked if this restaurant was going to be part of <br /> Sergio's. She said she would like to see the Bancroft area a <br /> thriving shopping area but was concerned about someone who can't <br /> get a loan from a bank getting it from the City with no collateral . <br /> She said parking will impact the community. <br /> C. Richmond Marshall , 15014 Wengate, said the two Agenda items related <br /> to the golf course will cost $2 1/2 million, but there is no formal <br /> means of discussing it with staff or Council . He said there is no <br /> way of talking about moving the library or the sale of property, <br /> and a golf course or shoreline commission is needed to get input. <br /> Mayor Corbett noted that the possible sale of the land was <br /> discussed at a Work Session, and staff was directed to develop a <br /> method for a full public process. The Council noted that the <br /> Recreation and Parks Commission could form a golf course <br /> subcommittee if it so desired. <br /> Mike Oliver, City Manager, explained that a significant number of <br /> meetings have been held with representatives of the golf community, <br /> the golf pro, maintenance staff, and the men's and women's golf <br /> clubs. He suggested providing the Council with background <br /> information. He said there are time constraints related to the <br /> methane extraction system. <br /> The City Council noted an upcoming subcommittee meeting which will <br /> include discussion of these matters. They suggested Mr. Marshall , <br /> as a member of the Recreation and Parks Commission, suggest it form <br /> a Commission subcommittee related to the golf course. <br /> D. Dana Johnson, 343 Farrelly Drive, said the garbage along I-880 <br /> between the San Leandro borders is very bad. Council noted it is <br /> very difficult to get Cal -Trans to do anything. Mr. Johnson spoke <br /> in support of the loan for Cafe Paradiso. He said the funds are <br /> HUD money and if not used by the City will be used by another <br /> municipality. He spoke in support of the loan and said it will be <br /> an asset to the City. <br />
