Dana Johnson, 343 Farrelly Drive, said his car has been broken into <br /> five times, but it is unavoidable and the police are doing what they <br /> can. He said the City Council is abrogating its responsibility by <br /> using a consultant to conduct a community survey. He said the needs of <br /> the community are obvious, and it is the City Council 's job to make <br /> decisions. <br /> C. Lou Filipovich, 15376 Laverne Drive, said City sponsorship of <br /> Leadership San Leandro discriminates between voters, the time limits <br /> for public comments violate the Brown Act, he had filed a document with <br /> the City and nothing has come of it, and the City should utilize <br /> telephone survey policing to obtain public input. <br /> In response to Council questions, the City Attorney said City support <br /> of the leadership program does not violate any State or Federal laws. <br /> 6. CONSENT CALENDAR <br /> Consent Calendar items are typically routine in nature and are considered <br /> for approval by the City Council with one single action. The City Council <br /> may remove items from the Consent Calendar for purposes of discussion. <br /> Items listed on the Consent Calendar are deemed to have been read by title. <br /> Items 6.B. and 6.I. were removed from the Consent Calendar to New Business. <br /> The City Council discussed items G and H. <br /> 6.G Matter of Dissolving the City Council Mobile Home Policy Committee. <br /> Vice Mayor Kerr said Sandev Mobile Home Park has requested an ad hoc <br /> committee for special issues related to mobile home parks, on a case- <br /> by-case basis. Mayor Corbett said dissolution of the Committee does <br /> not mean the Council is no longer interested in mobile home parks but <br /> will continue to deal with issues as appropriate. Council Member Perry <br /> said smaller mobile home parks, such as Sandev, have a different <br /> perspective and need a mechanism to continue to have a voice. Mayor <br /> Corbett concurred and said she will be in touch with Ms. Nichols of <br /> Sandev. <br /> 6.H An Ordinance of the City Council of the City of San Leandro Adding <br /> Title IV, Chapter 31. to the San Leandro Municipal Code Relating to <br /> Safety Requirements at the Skateboard Area of Thrasher Park (requires <br /> the wearing of safety equipment within the designated skateboard area) . <br /> Council Member Myers said he saw a group of "professionals" at the <br /> skateboard park, and they were not wearing protective gear. The City <br /> Attorney said the Ordinance makes no distinction between amateurs and <br /> professionals; anyone using the park must wear protective gear. He <br /> said State law requires an Ordinance stating that users of a publicly <br /> funded skateboard park must wear protective gear. <br />
