Minutes - San Leandro City Council Meeting - October 2, 1995 Page - 2 - <br /> 5. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is invited <br /> to make any comments related to Agenda items (including San Leandro <br /> Redevelopment Agency, San Leandro Parking Authority, and San Leandro <br /> Industrial Development Authority) or other items of public interest at this <br /> time. Comments regarding Public Hearing items will be heard during the <br /> Public Hearing portion of the Agenda. <br /> A. Troy Harper, 13517 Aurora Drive, said the City Manager stated at a <br /> Mulford Gardens Improvement Association meeting that financing of golf <br /> course capital improvement projects was linked to the sale of surplus <br /> golf course property, despite the proposed sale of bonds. He said the <br /> high bids on the gas collection project may have been the result of <br /> unclear specifications and it should be rebid, not negotiated. He said <br /> the proposal before the Council separated the gas collection system <br /> from the irrigation system, and a new Mitigated Negative Declaration is <br /> necessary. <br /> The City Manager explained that staff will work with the original <br /> bidder and negotiate a price. He said only the gas collection system <br /> will be negotiated; the irrigation system will go out to bid again. <br /> The City Attorney explained that the action before the Council was to <br /> adopt a resolution authorizing staff to negotiate a contract, and award <br /> of the contract would still require City Council approval . If changes <br /> need to be made to the Negative Declaration, they will be presented to <br /> the Council at the time of award of the contract. <br /> B. Guadalupe Peters, 513 Olive Court, said she and her neighbors have <br /> ongoing problems with rats coming onto their property from the area <br /> between their property lines and the railroad tracks and also from the <br /> BART parking lot. She said the neighbors have been unable to obtain <br /> adequate assistance from either the City or the County. The City <br /> Manager said City staff would meet with her and ensure the problems are <br /> solved. <br /> C. Rick Richards, 335 Peralta Avenue, President of Friends of San Leandro <br /> Creek, thanked Mayor Corbett and Council Members Perry and Loeffler and <br /> the many volunteers who participated in the Creek Cleanup. Mr. <br /> Richards suggested the City Council post a $10,000 reward to match that <br /> offered by Target Stores in connection with the recent incident at the <br /> store. He described efforts being undertaken by Target to prevent such <br /> incidents in the future. <br /> Vice Mayor Kerr asked if this could be an urgency measure. The City <br /> Attorney suggested the matter could be placed on the October 16, 1995 <br /> agenda. <br /> D. Lou Filipovich, 15376 Laverne Drive, read a document objecting to the <br /> Leadership San Leandro Program and stating that it is a partisan <br /> program and the City should establish a non-partisan program. <br />
