Minutes - San Leandro City Council Meeting - November 6, 1995 Page - 10 - NEW BUSINESS (continued) Mayor Corbett asked Council Member Galvan if he would support the proposal if fleet sales were exempted. Council Member Galvan said he would like to see more dialogue with the business community. He said he would still vote against the proposal even if fleet sales were exempted. Mayor Corbett said the City Council has been striving for many months to find some middle ground. She said there have been good suggestions and an open dialogue and everyone has been heard. She described the meetings which have been held and the notices sent. She said staff did look at Dr. Goodrich's proposal , but there is no way to spread the increase differently. She said the current proposal continues to ensure that San Leandro is competitive in attracting and keeping business. She said this will continue to be an open process. The following items were then introduced: - Resolution No. 95-212, Resolution Making Findings of Exemption from California Environmental Quality Act (CEQA) Regarding City Council Adoption of Amendment to the Business License Ordinance (makes specific findings that the amendment to the Business License Ordinance is exempt from CEQA requirements) . (1203) Introduced by Council Member Polvorosa, who moved its adoption, seconded by Council Member Loeffler, with Council Member Kerr voting no (1) , and carried by a majority vote (6) . - Ordinance No. 95-020, An Urgency Ordinance Repealing and Reenacting Chapter 2 of Title II of the San Leandro Municipal Code Relating to Business License Classifications and Fees for the Usual and Current Expenses of the City and Making This Matter an Urgency Measure to Take Effect Immediately (amends the Business License fee structure to provide for new method of calculation of fees based on a combination of number of employees and/or gross receipts) . (1203) Introduced by Council Member Polvorosa, who moved that it be passed to print and adopted, seconded by Council Member Myers, with Council Members Galvan and Kerr voting no (2) , and carried by a majority vote (5) .
