(1044) <br /> Introduced by Council Member Kerr, who moved its adoption, seconded by <br /> Council Member Polvorosa, and carried by a majority vote (7) . <br /> A. Matter of Proposed Business License Tax Increase. <br /> - Letter Opposing Business License Tax Increase from Connie Stephens, <br /> 744 Lee Avenue, dated October 20, 1995. <br /> Mike Oliver, City Manager, gave a historical perspective of the City's <br /> tax revenues, including the impact of Proposition 13, State takeaways, <br /> and low sales tax revenue, which resulted in a significant revenue <br /> shortfall . He described steps taken by the City to make up the <br /> shortfall , including suggestions from the Committee of 51, <br /> consolidation of departments, freezing City employee salaries, reducing <br /> the number of employees, consolidation of the Fire Department with <br /> Alameda County, the employee furlough, and deferral of capital <br /> improvement projects. He also described activities undertaken to meet <br /> the needs of and benefit the community, including economic development <br /> activities, seismic retrofit projects, expanded library hours, the <br /> Marina Community Center, and the Farmers' Market. He said $484,000 is <br /> needed to continue to fund five police officer positions created by a <br /> federal grant. He said the City Council approved the 1995-96 budget <br /> based upon three major strategies which included no State takeaway, <br /> consolidation of the Fire Department, and updating the business license <br /> fee structure. <br />
