They discussed Dr. Goodrich's letter and <br /> ways to accommodate his request to do something other than gross <br /> receipts, but this was the only equitable method that would not <br /> negatively impact 80% of the businesses in San Leandro. <br /> Ray Luciano, 1330 Daily Drive, asked how the change would affect <br /> barbers. Mr. Jermanis explained it would be an overall increase of <br /> $18. He discussed the impact on part-time barbers and on mobilehome <br /> parks. <br /> Lou Filipovich, 15376 Laverne Drive, said any deals should benefit the <br /> average citizen who will be buying the product. He said the problem <br /> with Proposition 13 is the formula worked out many years ago and said <br /> the City can go to the State Legislature to have it changed. <br /> Joel DeWitt, 1458 - 138th Avenue, said he supported the skating rink <br /> and said there are many empty businesses. He said the City Council <br /> should talk to business owners on East 14th Street. <br /> Don Lee, Owner of San Leandro Electric, said he has seen a lot of <br /> companies move out of town. He said he just wants a fair tax for <br /> everyone. He said the City Council needs to look at other avenues for <br /> just and fair tax increases. He said he asked John Jermanis for a list <br /> of all the fees, taxes, and assessments being paid by businesses in San <br /> Leandro, but was unable to get it. <br /> John Jermanis said he gave Mr. Lee a list in response to what he <br /> understood Mr. Lee wanted. He said after Mr. Lee got the list, Mr. Lee <br /> asked for comparative information with other cities, which Mr. Jermanis <br /> can provide. Mr. Jermanis explained how gas taxes are collected and <br /> used. Mr. Jermanis said he will answer any questions he is asked. He <br /> said sometimes the questions are couched in such a way as to get a <br /> response that can be used in a presentation, not necessarily to get <br /> answers. He said people need to talk about the issues. <br /> City Council Comments <br /> Council Member Myers said the process has been going on since February <br /> 1995. There have been many meetings open to the public. The City <br /> Council is sensitive to the needs of the community, and staff has gone <br /> to the community to get input. The original plan was decreased by 50%. <br /> He understands the business community doesn't want to pay more, but the <br /> increase will only affect the larger businesses in San Leandro. He <br /> noted those businesses were not present. He supported the Business <br /> License increase. <br />
