Minutes-City Council/Redevelopment Agency Meeting-December 4, 1995 Page - 14 - <br /> JOINT PUBLIC HEARING (continued) <br /> There being no further comments from the public, on motion of Council <br /> Member Galvan, seconded by Council Member Perry, and carried by a <br /> majority vote (7) , the Public Hearing was closed. <br /> Staff responded to a number of questions and comments by the City Council . <br /> Debbie Potter explained that the Islander Motel can be added to the <br /> Islander Node. She said Mr. Federighi 's property can be added to the <br /> eminent domain process as well . She said all or some of the properties <br /> could be approved this evening. The City Attorney said the legal notice <br /> was sent on all the parcels in the Joint Redevelopment Area, but staff <br /> recommended reducing the area. The City Council/Agency can add or subtract <br /> properties, do one node at a time, or only some parcels. However, if they <br /> add parcels later, they must conduct another full public hearing <br /> notification process. If they continue items to a date certain, they can <br /> do sb without another notification. He said they should approve the <br /> report; it's a formality. They need to adopt an ordinance to add eminent <br /> domain which says what nodes they are adding. They can adopt an ordinance <br /> approving some property and continue consideration of others until another <br /> night, but if it is not to a date certain, it must be renoticed. If <br /> continued for 30 to 90 days, it does not have to be renoticed. If they do <br /> more than 30-90 days, he suggests renoticing. He said they could approve <br /> only the Marina Node this evening and consider the others later. <br /> Vice Mayor Kerr said he understood there are no specific proposals for any <br /> of the nodes at this time. Ms. Potter said the Agency does not have any <br /> specific plans on acting on eminent domain. <br /> The City Attorney noted the Agency has designated all properties in the <br /> Joint Redevelopment Area as necessary for revitalization. They do have a <br /> plan but not a specific development plan for individual parcels. <br /> Council Member Galvan said there are some nodes where public investment has <br /> resulted in private investment, such as Marina Boulevard. Some of the <br /> other nodes may need more discussion, such as the Islander Motel . In the <br /> last two years he has received several calls about vacant or run down <br /> buildings, such as Fabric Lane, which has been vacant for 18 years. He <br /> respects people in the community trying to make a living, but wants to see <br /> buildings rehabilitated and fixed up to the benefit of all . He said he is <br /> currently in favor of the Gateway or Marina nodes, with further discussion <br /> on others. <br /> Council Member Perry said she favored approval of the Hesperian or Marina <br /> Nodes tonight, with additional consideration given to Mr. Chew's plans for <br /> his property in the Bal Eden Node and Mr. Federighi 's request to be <br /> included. She agreed the old Simas area should be in the Storm Node, but <br /> wants to see what kind of plans the shopping center has. She said the <br /> hotel should be looked at for inclusion in the Islander Node, and more <br /> information is needed about the Peralta Node. <br />
