Ordinance No. 95-039, An Ordinance of the City Council of the City of San Leandro Approving a Second Amendment to the Redevelopment Plan for the County of Alameda - City of San Leandro ("Joint") Redevelopment Project Extending the Power of Eminent Domain Within the City Portion of the Redevelopment Project Area (amends the Joint Redevelopment Plan to extend the power of eminent domain to limited properties in the City portion of the Joint Redevelopment Project Area) . Ordinance No. 95-040, An Urgency Ordinance Authorizing an Amendment to the Contract Between the Board of Administration of the California Public Employees' Retirement System and the City Council of the City of San Leandro and Declaring This Ordinance to Be an Urgency Measure, To Take Effect December 30, 1995, Because It Is Covered by Particular Provisions of Law Prescribing the Manner of Its Passage and Adoption and Because It Is Necessary for the Preservation of the Public Peace, Health, and Safety (authorizes amendment of the PERS contract to provide 2% at 55 retirement benefit option for local , miscellaneous members [general and management employees]) . Resolution No. 95-242, Resolution Approving Parcel Map 6877 for 2152 West Avenue 136th (provides for subdivision of existing 25,904-square- foot single lot into two lots; Owner: Ralph Dozier) . (1690) Introduced by Council Member Myers, who moved its adoption, seconded by Council Member Galvan, and carried by a majority vote (7) . B. Matter of Authorization for the City Manager to Negotiate and Execute an Exclusive Right to Negotiate (ERN) with Renaissance Conference Company for the Blue Dolphin Restaurant (authorizes the City Manager to negotiate and execute an ERN subject to certain terms and conditions) . The City Manager described the process leading to the ERN. Dan McFadden described the Request for Qualifications procedure and introduced Jeff Davenport, representing the Renaissance Corporation. Mr. Davenport said they will be happy to comply with any public input process developed by staff. He described the plans for an executive conference center and restaurant and discussed Renaissance's other developments.
