The Minutes of the meeting of December 21 , 1992 . <br /> Lou Filipovich, 15376 Laverne Drive, said his comments on page 3 of the <br /> December 21 , 1992, Minutes, regarding the City Attorney's excellent work on <br /> the Sierra Club lawsuit, should also have said that it was a shame that the <br /> City has such an able attorney to represent the City, but it is too bad <br /> that they don't have such an attorney to represent the taxpayer. He said <br /> there is no intervener funding for the average person to participate in <br /> City government. He said it is not possible to present a case in two or <br /> three minutes. He said the three-minute time limit is ill advised. He <br /> said he asked the City Council for their opinion on this matter and there <br /> was no response. He noted a December 24, 1992, newspaper article regarding <br /> new Business License Fees which said that the fees had come as a surprise <br /> to the Oakland Scavenger company. <br /> There being no further comments, on motion of Council Member Myers, <br /> seconded by Council Member Polvorosa, and carried unanimously, the Minutes <br /> of the December 21, 1992, City Council Meeting were approved as submitted. <br /> 6.B. Resolution Certifying Negative Declaration and Approving Plans and <br /> Specifications and Calling for Bids for Dredge Disposal Site <br /> Reconfiguration, Project No. 93-8667 (certifies Negative Declaration as <br /> complete and in compliance with CEQA requirements and provides for removal <br /> and disposal of approximately 180,000 cubic yards of dried, dredged <br /> material from the San Leandro Dredge Disposal Site and the reconfiguration <br /> of the site from 114 acres to 100 acres) . <br /> Jeff Houston, 1465 Burkhart Avenue, thanked the staff for their wonderful <br /> work on the CEQA process and for soliciting and responding to public <br /> comments. He thanked Mayor Karp for removing the item from the Consent <br /> Calendar and inviting public comment. <br /> He said the Resolution states there will only be three islands and asked if <br /> it could be changed to more than three. Mayor Karp said it has been <br /> changed in the Supplement to six islands. <br /> Mayor Karp noted that the City Council Meeting had been preceded by a Work <br /> Session in the South Offices Conference Room. He said the public is <br /> invited to attend so that they can understand what occurs at the following <br /> City Council Meetings. He said the City Council spent 3/4 of an hour <br /> discussing the Dredge Disposal Program and habitat-enhancement site. <br />
