Minutes - San Leandro City Council Meeting - January 19, 1993 Page - 10 - <br /> NEW BUSINESS (continued) <br /> Council Member Corbett said she understands the need for base support. <br /> • <br /> She said it appears the criteria would be that San Leandro is not the <br /> base city any longer. The base area is the County. She complimented <br /> the Orchestra because they have worked very hard on behalf of the City. <br /> She said they need to expand the group of people who support the arts <br /> and noted the City Council has not seen any overwhelming support. She <br /> suggested they expand their group of supporters and get them to help <br /> lobby for funds. <br /> Council Member Perry said the request must be turned back out into the <br /> community to get their support and not just rely on government support. <br /> She said the City Council appreciates the music and the value it gives <br /> to people. She said the funding for the Orchestra should be provided <br /> by those who utilize the service. <br /> Ralph Frey, 901 Glen Drive, said he used to do a lot of singing, and <br /> his wife was a registrar of a museum and served on an arts council . He <br /> said he now works for a company that supports the arts, and they do it <br /> on a sliding scale. He said perhaps the City Council could give a <br /> certain amount of funding based upon the Orchestra's ability to match <br /> it. He said this would allow the City Council to support the Orchestra <br /> if the Orchestra could prove they had community support. Mr. Frey said <br /> that, in San Diego, there was a combined arts council that allocated <br /> funds to the various arts. <br /> Lou Filipovich, said this should be turned over to the people. He said <br /> the City Council should quit trying to come up with every little kind <br /> of deal . He said, if they continue things like this, they are going no <br /> where. He said the Task Force has eliminated funding for widows and <br /> orphans. He said this is a grant, and if anyone else can get a grant, <br /> he's going to be coming in asking for a grant if he finds out there's <br /> special money set aside for small districts. <br /> Lavern Anderson, 14566 Cypress Street, said he is totally opposed to <br /> funding the Orchestra and does not condone spending $5,000 when the <br /> City of San Leandro is broke. <br /> Joel DeWitt, said he thinks community organizations have to <br /> aggressively look for money. He said he agrees with the idea of a <br /> Friends of the Orchestra Committee. He said his father was conductor <br /> of an orchestra for many years. He said he realizes there are a great <br /> deal of budget constraints, but there are also other important things, <br /> and this is one of them. <br /> Council Member Kerr said, much as he likes the Orchestra and thinks it <br /> should be supported, he doesn't think the City can support it this year <br /> because the City is in debt. He said the Orchestra needs to get other <br /> areas and cities involved. <br />
