He would <br /> appreciate it in the future if the City Council would pay attention to <br /> each others requests. He said he saw a comment in the newspaper <br /> stating that Mayor Karp had said he represents 70,000 people in this <br /> City. Mr. Frey said the City Council does not represent all 70,000 <br /> people. He said, rather, the City Council has the power to exercise <br /> authority over all 70,000 people. He said they should approach issues <br /> recognizing they are exercising authority over people and that might <br /> influence how they vote. <br /> C. Paul Hoover, 893 Collier Drive, Representing East Bay Municipal Utility <br /> District, said he was there to let the Council know there is a Draft <br /> EIR on the District's updated Water Supply Management Program which <br /> will be released soon. He said there will be a 60-day comment period, <br /> which will end on March 15, and EBMUD would like to hear the City's <br /> comments on the 30-year water plan. He said the full EIR is 3,500 <br /> pages, but an Executive Summary is available. <br /> Council Member Perry said she would like the Executive Summary. She <br /> said she had a report from U. C. Davis regarding the whole water <br /> policy, which is a very volatile issue. She noted there would be a <br /> community briefing on the EIR on February 10, at the Community Library. <br /> Rick Evans, Assistant to the City Manager, said staff would obtain <br /> copies of the Executive Summary for the City Council . The City Clerk <br /> was directed to place brochures in the lobby notice area. <br /> D. Joel DeWitt, 1458 - 138th Avenue, said that, although the City Council <br /> may not regard last Monday night's Council Meeting as a positive <br /> experience, it was nice to see people who fervently believe in what <br /> they are saying, and he wished there was similar attendance at <br /> tonight's meeting. <br /> E. Larry Norry, 2532 Williams Street, said the three-minute time limit for <br /> public comments is not acceptable, even when nothing is being <br /> discussed. He said the City Council is hired by the public, and they <br /> should give 5 or 10 minutes when needed. He said they should be <br /> listening and making decisions on their own and not letting someone <br /> else push their buttons. <br /> F. Lou Filipovich, 15376 Laverne Drive, said it is next to impossible to <br /> become involved in this City. He said the City Council should have had <br /> a vote the way he told them to because they would be heroes. He said <br /> they have shattered their credibility. He asked that Item H. of the <br /> Consent Calendar be removed. He also said the Minutes of the Meeting <br /> of January 4, were incorrect. He said, when he spoke at that meeting, <br /> he stated, under Item 5.B. , that the Redevelopment Agency, Parking <br /> Authority, and Industrial Development Authority were in debt to the <br /> City for $13 million, and the Minutes state $3 million. <br />
