Kerry of the Planning Commission's <br /> Denial of A-92-02; Re-Zone from the I-P (Industrial Park) District to <br /> the I-2 (General Industrial ) District the West Side of Neptune Drive <br /> Northerly of Williams Street, Known as 2600 Williams Street, and 1770 <br /> Through 1791 Neptune Drive; Assessor's Parcel Numbers 79A-541-21 , 36 <br /> and 37; City Council Resolution of Intention No. 92-120. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Norm Weisbrod, Associate Planner, said the subject property is <br /> located on the west side of Neptune Drive, northerly of Williams <br /> Street. He said uses on the site include Paradiso Construction, Best <br /> Transportation, Inc. , and Amelco Electric. He said the zoning does not <br /> include the new industrial park at the end of Neptune Drive developed <br /> by Reynolds and Brown in the I-P District. <br /> He said the City Council passed a Resolution of Intention to consider <br /> re-zoning this property from I-P to I-2. This matter went to Hearing <br /> before the Planning Commission on October 8 and was denied. He said <br /> the matter was appealed by William Kerry, the owner of the property <br /> occupied by Best Transportation. <br /> He said in 1983 the City Council initiated action to re-zone both sides <br /> of Neptune Drive northerly of Williams Street from I-2 to I-P because <br /> the properties are adjacent to the Bay, Neptune Drive is designated as <br /> a scenic route in the General Plan, and access to the industrial area <br /> is via Williams Street, which is a residential street with homes <br /> fronting and backing onto it. <br /> He said that, during the Planning Commission Hearing, Larry Norry spoke <br /> in opposition to the re-zone because of the impact to his property and <br /> adjacent residential properties from truck uses. The Planning <br /> Commission found the existing I-P zoning has resulted in the general <br /> upgrading of Neptune Drive, and the recent renovation of the Paradiso <br /> building also upgraded the appearance. He said Paradiso increased the <br /> amount of landscaping on their site, removed paving, etc. , and brought <br /> the site up to I-P standards. He said the Planning Commission was <br /> concerned that re-zoning to I-2 would not maintain these high standards <br /> and denied the re-zone. <br /> Mayor Karp asked if Williams Street is a truck route. Bill Silva, City <br /> Engineer, said the street is not a truck route and is not on the City <br /> truck-route map. He said it can be used by traffic going to any <br /> industrial use in the area as long as it is going to, not through, the <br /> area. He said the street is classified as an industrial collector. <br /> Council Member Faria said in 1966 the City Council re-zoned the corners <br /> of Williams at Neptune and Aurora. He asked what designation there was <br /> for Underground Construction Company. Mr. Weisbrod said when <br /> Underground Construction was developed it was zoned I-2, then it was <br /> re-zoned to I-P. <br />
