Minutes - San Leandro City Council Meeting - March 1, 1993 Page - 2 - <br /> PRESENTATIONS (continued) <br /> He thanked John Jermanis, Rick Evans, Wandzia Grycz-Hernandez, Carol <br /> Atwood, and Pat McClellan for their commitment and efforts in working <br /> with the Public Advisory Task Force on City Finances. <br /> Mayor Karp said it is pleasant to recognize those employees who did an <br /> outstanding job. He said these are employees who can always be counted <br /> on. <br /> 5. PUBLIC COMMENTS Public Comments are limited to 3 minutes per person. <br /> None <br /> 6. CONSENT CALENDAR <br /> Lou Filipovich, 15376 Laverne Drive, said he had questions regarding Items <br /> 6.B. , C. , D. , E. , and F. on the Consent Calendar. The City Council <br /> requested that he ask his questions. <br /> On Item 6.B. , Resolution Approving Amendment to Contractual Services <br /> Agreement with Environmental Science Associates, Mr. Filipovich asked if <br /> this contract was relative to the Dutra contract. He said, if so, it <br /> should not be approved without discussion. Mike Oliver, City Manager, said <br /> the City Council had extensive information on the contract. He said that <br /> the Environmental Science Associates contract was to cover monitoring <br /> services that have to be done to comply with CEQA regulations. <br /> On Item 6.C. , the Resolution Approving Contract Change Order for the Street <br /> Tree Planting Project, Mr. Filipovich asked why the City was spending <br /> $61,000 on trees when there are financial problems in the City. <br /> On Item 6.0. , related to Deleting Two-Hour Parking on Williams Street, Mr. <br /> Filipovich asked how long the parking had been in effect. He said <br /> unlimited parking at this location would mean that truckers who used to use <br /> the Lasley Truck Stop would park overnight, and this would cause problems. <br /> He asked how the City would keep overnight parking off the street. Roy <br /> Parker, Transportation Administrator, said the two-hour parking had been in <br /> effect for a number of years. He said there are a number of locations in <br /> town where two-hour parking was needed when the commercial activity was <br /> hirer but is no longer needed now. Council Member Myers said at least 70%a <br /> of the occupants along the street must request removal of parking <br /> restrictions for them to be removed, and in this case 100%o of the occupants <br /> had asked for removal of the parking. The City Council pointed out that <br /> the two-hour parking that was being removed was only in effect from 9:00 <br /> a.m. to 6:00 p.m. , in any event, so the overnight-parking issue was not <br /> relevant. <br />
