Resolution Approving Contract Change Order for East 14th Street and MacArthur Boulevard Street Tree Planting, Phase 2, Project No. 92-8329 (approves Contract Change Order to provide for the planting of an additional 109 street trees for an amount of $61,053.64) . Council Member Corbett asked if this project would involve removal of trees at any locations. Bill Silva, City Engineer, said trees would not be removed without first contacting the property owners and getting their concurrence. He said there are three trees which may be removed under this contract, and staff is working with rearranging the locations to better fit the property owners' desires. Council Member Kerr said the costs of $450.04 per tree seemed exorbitant and asked what the funding source for the project was. Mr. Silva said the funding source is Gas Tax Funds budgeted in the 1992-93 budget. He said more money was available than was needed for the project, so even after the Change Order is done some money will go back to the Gas Tax Fund. He said the cost per tree includes cutting and removal of concrete; excavation; installation of root barriers, watering tubes, and stakes; as well as trimming and maintenance of the trees through one growing season. In addition, he said each of the trees is a specimen tree, which is more costly. He said if any trees die during the growing season they would be replaced at no charge as part of the contract and said there is a Warranty and Maintenance Bond on the contract. Council Member Corbett said the low bid was 43% below the Engineer's Estimate, so the City is able to get many more trees for the same cost without appropriating additional funds, and also said the funding left would be able to go back into the Gas Tax Fund.
