He said the majority of San <br /> Leandro's waste stream and residence was mixed paper, and when the City ran <br /> the pilot program they actually had to buy aluminum cans in order to run <br /> them through the program, because there was none in the residential <br /> garbage. <br /> Lou Filipovich, 15376 Laverne Drive, said the City has two garbage <br /> companies and two school districts. He said this plant is brand new so the <br /> City should go for it. He complimented Bob Taylor on a magnificent job. <br /> He said what bothers him about this project is what he doesn't know about <br /> it. He said he is concerned about having two garbage companies. He said <br /> it bothers him that individuals would not be able to take their materials <br /> to the MRF. He pointed out that this would not be a fertilizer plant, it <br /> would make compost. <br /> Council Member Perry asked if requirements related to odors would be part <br /> of the Conditional Use Permit. Steve Meyers, City Attorney, said yes; the <br /> Negative Declaration, Conditions of Approval , the Agreement, and the <br /> Conditional Use Permit, as well as the Solid Waste Management Board Permit, <br /> would all have requirements related to odors. <br /> Council Member Kerr said the project has great potential , and cities all <br /> around the country are looking at this program. <br /> Council Member Corbett asked if the City still had recycling at City parks. <br /> Mr. Oliver said they do. <br /> The following Resolutions were then introduced: <br /> B. Resolution No. 93-52, Resolution Approving Mitigated Negative <br /> Declaration for the Materials Recovery and Composting Facility at the <br /> Water Pollution Control Plant (provides for processing municipal solid <br /> waste into recyclable products and compost) . Continued from the March <br /> 1, 1993, City Council Meeting. (2731) <br /> Introduced by Council Member Faria, who moved its adoption, seconded by <br /> Council Member Myers, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7) <br /> NOES: None <br /> ABSENT: None ( 0 ) <br />
