Minutes - San Leandro City Council Meeting - March 15, 1993 Page - 2 - <br /> 5. PUBLIC COMMENTS Public Comments are limited to 3 minutes per person. <br /> A. Lou Filipovich, 15376 Laverne Drive, noted there was a lot of business <br /> on the Agenda. He said a City Council Member had recommended <br /> consolidation of the City Election at the March 1 Meeting. He said he <br /> does not believe the City should change the way it conducts the <br /> Election but should expand the way the City operates and give people an <br /> opportunity to vote on more of the things that take place in the City. <br /> He said this could be handled inexpensively. He said everyone in the <br /> room is going to be bombarded with new fees or taxes from all levels of <br /> government. He said before cities receive funds for outside <br /> development, they will be required to provide a bona fide means to <br /> prove they have the support of the people. <br /> B. Rick and Pam Richards, 335 Peralta Avenue. Mr. Richards said the 2nd <br /> Annual Alzheimer's Memory Walk will be held on October 2 at the San <br /> Leandro Marina. He said, thanks to the support of the City Council and <br /> the community, last year's Walk earned $50,000. He said he and his <br /> wife will co-chair the Walk and will be starting meetings and <br /> soliciting support soon. He said, in February, he and his wife went to <br /> Sacramento to talk to the Legislature about funding for Alzheimer's, <br /> and they also plan to go to Washington, D.C. , in April and back to <br /> Sacramento in the future. <br /> Mrs. Richards read from testimony she had provided to the Legislature <br /> regarding her experience with her mother's Alzheimer's. <br /> Mr. Richards said the cost involved for a person with Alzheimer's is in <br /> the $46,000-a-year range. He said approximately 4,000,000 people <br /> suffer today; and, it is estimated, if no cure is found by the year <br /> 2014, 14,000,000 people will be affected. He thanked the City Council <br /> for their support and said he is looking forward to this year's Walk. <br /> Mayor Karp said the success of the Walk is due to the efforts of Mr. <br /> and Mrs. Richards and encouraged the audience to participate. <br /> C. Jeff Houston, 1465 Burkhart Avenue, asked, related to the Dredge <br /> Disposal Site Acquisition, if the Sierra Club appeals the lawsuit and <br /> wins, would that reverse the provisions of the MOU for acquisition of <br /> the site? Steve Meyers, City Attorney, said it would not. <br /> Mr. Houston said the City Council would be certifying the EIR regarding <br /> the acquisition of the Dredge Disposal Site. He said he understood the <br /> EIR would have to address all issues relevant to the site. Mr. Houston <br /> asked which EIR was being certified. Steve Meyers said the EIR being <br /> certified for the acquisition of the Dredge Disposal Site was the EIR <br /> that was prepared for the re-zoning of the Robert's Landing property <br /> and for the acquisition of the Dredge Disposal Site. <br />
