Minutes - San Leandro City Council Meeting - March 15, 1993 Page - 25 - <br /> NEW BUSINESS (continued) <br /> Mayor Karp pointed out that Mr. McGallian was the Chairperson for the <br /> Disaster Preparedness Sub-Committee. <br /> Lou Filipovich, 15376 Laverne Drive, said everyone is a taxpayer. He <br /> said, if everyone had a civil subsidy to pay all of their taxes, they <br /> could all go home. Mr. Filipovich said the City should save every <br /> nickel they possibly can and put it in the bank to be used after a <br /> disaster. He said, if all of the money is used now to prepare, there <br /> will be no money after the disaster. He said, if the City is going to <br /> help people who can't afford taxes, they should do it for everyone. He <br /> spoke regarding Proposition 190 and said he got the County Supervisor <br /> to implement it, and now it is in jeopardy. He said the tax may start <br /> out taking 50 cents here and there, but the bottom line is that the <br /> contracts won't float. He said one of the reasons World Savings is <br /> leaving is because it's difficult to sell homes. He said everything <br /> should be put to a vote of the people. <br /> Mayor Karp said he has not been told by World Savings that they are <br /> leaving. <br /> Kathy Gorham, 1221 Lillian Avenue, thanked the City Council for the <br /> opportunity to serve on the Task Force. She said regarding the <br /> Transfer Tax, $600 to $1,200 is not going to break a real estate deal . <br /> She thanked the City Council for saving a fire engine. She said Pat <br /> McClellan is a wonderful man, and he is doing a great job. She pointed <br /> out that, thanks to him, the schools were able to obtain earthquake <br /> back packs for all of their classes. <br /> Lawrence Lancaster, 1132 Carpentier Street, suggested that the Transfer <br /> Tax not be applied to lower-priced homes, such as in the $100,000- <br /> $250,000 range, but should be placed on the $1 million mansions. He <br /> said the current Utility Tax should be maintained, but cable TV should <br /> also be taxed because it is a luxury. He said there is 100 <br /> unemployment in California, and the City should not contribute to it by <br /> terminating employees. <br /> Council Member Myers thanked staff and the Task Force Members for their <br /> hard work. He said it made the City Council Finance Committee task <br /> much easier. He said he looked at the big-ticket items and down the <br /> road two or three years. He said there is a lot of support for the <br /> recommendations. He said people who are not quite supportive don't <br /> fully understand what this Budget is made up of. He said the support <br /> is there for this Budget, but this has to get out into the community. <br /> Council Member Corbett expressed her thanks to the Task Force. She <br /> asked questions regarding the animal control officer and the loss of <br /> weekend hours and what means would be used to provide coverage. Mr. <br /> Oliver said the City is looking at an arrangement to provide contract <br /> services for backup on perhaps Mondays or Tuesdays, so this would be a <br /> contract-service, on-call , on an as-needed basis, with a neighboring <br /> jurisdiction. <br />
