Minutes - San Leandro City Council Meeting - March 15, 1993 Page - 27 - <br /> NEW BUSINESS (continued) <br /> Council Member Kerr noted the Task Force had recommended $2.8 million <br /> in service cuts, which was reduced to $1.8 million. He said he does <br /> not think there is much that can be put back in. He said he doesn't <br /> have a problem with the Utility Tax -- it is a uniform tax that hits <br /> everyone. He said he does not have a problem with the Transfer Tax. <br /> He said he was concerned, however, regarding what the Council was <br /> expected to vote on. He said he did not want to vote until the final <br /> Public Hearing. <br /> Mr. Oliver said the Budget process used to involve staff giving a <br /> Budget to the City Council on the last Friday in May, and the Council <br /> then had 30 days to review it. He said the Budget process has now been <br /> turned into a 9-month process. He said before the Council this evening <br /> was a request for them to chose a path and declare its intentions. He <br /> said staff needed to make the arrangements to lay employees off and <br /> prepare for the up-coming Public Hearings. He said staff needed a <br /> strategy and a direction. He said this is the same kind of direction <br /> the City looked for last year during the Budget process. He said <br /> direction provided by the City Council tonight would not cast the <br /> Budget in concrete. <br /> Mayor Karp said the City is doing something new. He has said he thinks <br /> they have heard from the City Council that what has been come up with <br /> is acceptable, but there are questions which must be answered. <br /> Council Member Kerr said the City Manager was under the gun for time to <br /> prepare the Budget. Mayor Karp said the City Council needed answers to <br /> their questions. <br /> Council Member Perry asked if the City Manager needed direction on the <br /> two taxes in order to set the Public Hearings. Mr. Oliver said the <br /> Hearings have been set. He said he needed direction in order to <br /> prepare the organization. <br /> Mayor Karp asked each of the Council Members for their opinions. <br /> Council Member Myers said he saw no changes necessary to the Budget <br /> Strategies. <br /> Council Member Corbett said she had only minor questions. <br /> Council Member Kerr said he did not favor the $6 increase in the <br /> Transfer Tax but preferred something in between. <br /> Council Member Polvorosa said he had no questions. <br /> Council Member Perry said, in addition to her other comments, she was <br /> concerned regarding the Library Assistant and wanted to consider making <br /> the position part time and delaying hiring of the Disaster Preparedness <br /> Assistant. <br />
