Minutes - San Leandro City Council Meeting - March 22, 1993 Page - 3 - <br /> PUBLIC COMMENTS (continued) <br /> E. Monty Martin, 14838 Lark Street, said he has property and is doing work <br /> on it. He said he finds this interesting. He said he would like to <br /> comment at the end of the meeting and discuss what he has observed. <br /> Vice Mayor Faria said this was the time for public comments and <br /> comments were not taken at the end of the meeting. <br /> Mr. Martin said people should form an ad hoc group to meet after the <br /> City Council meeting and discuss what happened in detail . <br /> 6. NEW BUSINESS <br /> A. Matter of Proposed 1993-94 City Budget Strategies. The City Council <br /> will continue its discussion from the March 15, 1993, City Council <br /> Meeting. <br /> Mike Oliver, City Manager, said the Motion before the City Council , if <br /> approved, would adopt the budget strategy for the 1993-94 fiscal year. <br /> He said the City Council would not be adopting the budget tonight. He <br /> said an actual document would not be brought to the Council until the <br /> last Friday in May. He said, what they are telling staff is what <br /> direction to pursue. He said the budget strategies will require a <br /> major reorganization, and personnel shifts and program changes will be <br /> incorporated into the budget. He said it is crucial to get through <br /> this evening so staff can begin preparation of the budget. He said he <br /> must notify affected employees and discuss contractual obligations with <br /> other agencies. He said tonight's action does not predispose the City <br /> Council to any decision, and the City Council will adopt the budget in <br /> the form that they choose. He said this Motion will give staff the <br /> ability to put the budget together and to schedule Public Hearings for <br /> the Real Property Transfer Tax and Utility User Tax. He said it does <br /> not approve the taxes but does give staff direction to go ahead. He <br /> said the City Council had questions at the last meeting, and he hoped <br /> the staff report addressed them. <br /> Council Member Perry said most of her questions were answered. She <br /> said she hoped the computers at the library and in Recreation could <br /> keep statistics so program usage could be tracked. <br /> Council Member Kerr said he appreciates that this is a strategy. He <br /> said he cannot see finalizing anything before the Public Hearing. He <br /> said this is necessary to give the City Manager authority for planning. <br /> Council Member Corbett said she echoed Council Member Kerr's comments. <br /> She said there is concern in the community that the Public Hearings <br /> will happen after tonight. She said decisions cannot be made until <br /> after the Hearings, and this is just to give some sort of direction. <br />
