Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 11 - <br /> NEW BUSINESS (continued) <br /> have their meeting and then bring the matter back to the City Council . <br /> He asked if the land owner was present and noted the land owner had no <br /> objection. <br /> Mr. Walker suggested that, since the Civil Engineer and Soils Engineer <br /> were at the Council meeting, they be permitted to make their <br /> presentation. <br /> Mayor Karp said they should have met with the homeowners first. Mr. <br /> Walker said they met with most of the homeowners, but it was not a <br /> group meeting. Mayor Karp said it should be a group meeting. The City <br /> Council concurred. <br /> Mayor Karp noted tonight' s meeting was not a Public Hearing and asked <br /> how long the developer would need. Mr. Walker said 30 days would be <br /> excellent. <br /> Council Member Faria said his concern has always been certification of <br /> the Negative Declaration. He said he did not know if meeting with the <br /> neighbors would clarify his problem with the certification. He said it <br /> is difficult for him to vote to certify the Negative Declaration <br /> because the documentation is not sufficient enough for him to vote for <br /> it. <br /> Steve Meyers, City Attorney, suggested those comments be directed to <br /> the Engineering staff because they are recommending that the lot split <br /> will not have a potential for a significant effect on the environment <br /> and a Negative Declaration is appropriate. He said, if Council Member <br /> Faria did not feel he had sufficient information to come to that <br /> conclusion, staff needed to provide additional information or Council <br /> Member Faria would have to vote against the Negative Declaration. <br /> Mayor Karp suggested the matter come back under a Public Hearing. <br /> Council Member Perry said she had questions regarding items in the <br /> engineering report, such as the crib-type wall , unsupported sloping at <br /> 50%, grading at 35%, etc. She said she cannot get satisfactory <br /> information from the materials provided, and the photographs are not <br /> available. She said she would like an opportunity to get more <br /> technical information. <br /> Council Member Corbett said her main questions concerned the movement <br /> of soil itself and said she would like more information on that. <br />
