Minutes - San Leandro City Council Meeting - April 19, 1993 Page - 22 - <br /> PUBLIC HEARINGS (continued) <br /> Carl Dudley, 1283 Betty, said he is in the security and safety industry <br /> and is concerned with the increase of foot traffic if access is <br /> permitted on Donna. He said he is concerned crime in the area will <br /> increase. He expressed concern regarding the aesthetics of the gate. <br /> Doug Federighi , Applicant, said, regarding access to the shopping <br /> center next door for fire access, he has a minority interest in that <br /> project, but his partners would not grant access. He said there is a <br /> common-area maintenance agreement in which all of the stores in the <br /> project participate. He said they would lose parking by granting <br /> access and would not agree to it. He said he can provide a turn <br /> around, but it would require a 3- or 4-story building, and John Justino <br /> and the other members with whom he met supported the proposed project. <br /> He said the issue was whether this property, which has had access to <br /> Donna for many years, is causing problems or whether the problems can <br /> be addressed by installing stop signs and having the Traffic Engineer <br /> address what is already a problem. He said he thinks there are ways to <br /> address the problems, whether this project gets built or not. <br /> Council Member Perry said she appreciated Mr. Federighi 's commitment to <br /> the community through meeting with the residents and coming up with a <br /> quality project. She asked, if the Council denied access to Donna, <br /> what type of treatment he would suggest for a fire access-gate other <br /> than the wrought-iron fence. <br /> Mr. Federighi said the gate would still have to be openable. He said <br /> if there is concern about wrought iron other than the gate entrance, it <br /> can be done in other ways. <br /> Council Member Perry said there were concerns about screening, about <br /> the fence being too low, and admitting pedestrian access, etc. , if the <br /> gate was not being used for residential access. <br /> Mr. Federighi said it will be a 5' or 6' fence, whether it's solid or <br /> wrought iron. He said he preferred the open effect, whether the gate <br /> opens or not. Mayor Karp noted Mr. Federighi proposed a 6' fence, but <br /> staff required 5' . Mr. Weisbrod said the applicant proposed a 6' <br /> wrought-iron fence on both Donna and East 14th. He said the homeowners <br /> association objected to the height protruding above the landscaping, so <br /> he suggested lowering it to 5' , pulling it back from the sidewalk, and <br /> planting landscaping in front of it to screen it. He said wrought iron <br /> is difficult to climb, compared to chain link. Mayor Karp asked the <br /> audience how many wanted 5' or 6' ; he said they seemed to want a 5' <br /> fence in the front and a 6' fence in the back. <br />
